About this file
This is an Offeror's Exceptions form issued by Fulton County Schools (FCS) in Georgia for the Pediatric Healthcare Nursing Services contract opportunity. The form establishes the process by which offerors may propose exceptions or deviations to the RFP terms and conditions. FCS maintains that it does not intend to modify the solicitation's terms and conditions unless necessary to clarify scope of work and technical requirements. Offerors who propose substantive modifications that materially differ from RFP terms may lose evaluation points, as such exceptions are likely to require substantial legal negotiations. The form requires offerors to document any exceptions in a structured table format, identifying the specific section, paragraph, title, and clause number where the exception applies; clearly stating the exception taken and its reason; proposing a resolution; and identifying any price or schedule impacts resulting from the exception.
Submission of this form acknowledges that an offeror's proposal may be deemed nonresponsive at FCS's discretion. Failure to accept RFP terms and conditions may result in unacceptable delays in contract award and render a proposal nonresponsive. All cells within each exception row must be completed, and offerors must sign and date the form with printed name and title. The document emphasizes that this form is for proposal evaluation purposes only and will not constitute part of the final contract.

OFFEROR’S EXCEPTIONS
The terms and conditions contained in the solicitation comprise the contract proposed by FCS. FCS does not intend to make changes to those terms and conditions, unless necessary to clarify the scope of work and/or technical requirements. Offeror may lose points for substantive modifications proposed by Offeror which materially differ from the RFP terms and are likely to, in the opinion of FCS, require substantial legal negotiations to resolve. In addition, failure to accept the RFP terms and conditions may result in significant unacceptable delays in FCS’ ability to award a contract and may result in an Offeror’s proposal being deemed to be nonresponsive. Nonetheless, if an Offeror must take an exception the Offeror shall provide the requested information for each exception or suggested deviation in the table below. By completing and submitting this form, an Offeror acknowledges that its proposal may be deemed to be nonresponsive at FCS' discretion.
