About this file

This document is a Single Source Advertisement from the Florida School for the Deaf and the Blind (FSDB) for user licenses of n2y educational technology products. The procurement seeks to acquire licenses for L3 Skills, Unique Learning System, and News2you proprietary products for fiscal year 2025-2026, with an estimated not-to-exceed budget of $13,000.00. The advertisement will be open from September 9, 2025, at 4:00 PM to September 30, 2025, at 4:00 PM, and is specifically structured as a notice of intended single source contract under Florida Statutes.

The intended source is n2y, LLC from Huron, OH, which is positioned as the sole source publisher and copyright holder of these specialized educational resources designed for individuals with special needs. The justification for single source procurement emphasizes that n2y's products are uniquely developed from the ground up, offering age-respectful, interactive, and standards-based content for academic and transition skills practice. The procurement process allows for potential vendors to challenge the single source designation within a fifteen-business-day advertising period by demonstrating their ability to supply equivalent commodities or services, with the final determination solely at the agency's discretion.
