About this file
This is a Single Source Advertisement for the Florida School for the Deaf and the Blind (FSDB), posted pursuant to Florida Statutes 287.057(3) and 120.57(3). FSDB seeks to purchase renewal licenses for ST Math Academy from MIND Education for the 2026-2027 fiscal year. The procurement involves educational software and curriculum materials, specifically ST Math K-8 and ST Math Early Learning programs for Pre-Kindergarten and Transitional Kindergarten students. The advertisement period runs from May 14, 2026 at 4:00 PM through June 5, 2026 at 4:00 PM, providing a statutorily mandated fifteen business day notification period. The intended source is MIND Research Institute, located at 5281 California Avenue, Suite 300, Irvine, California 92617. No competitive bidding process is being conducted; however, vendors believing they can fulfill this procurement may submit information regarding their capability to supply the commodities during the fifteen business day advertising period.
The estimated contract value does not exceed $5,000.00. FSDB justifies this single source procurement on the grounds that MIND Education is the only authorized seller and sole source publisher of the ST Math K-8 and ST Math Early Learning curriculum products required by the agency. These mathematics software programs and associated curriculum materials are proprietary to MIND Education, creating the sole source condition. Inquiries regarding this procurement should be directed to Kim Whitwam, Director of Purchasing, at whitwamk@fsdk12.org. The agency retains discretion to decline completing this procurement based on responses received during the advertising period and may elect to conduct a competitive procurement if deemed appropriate.
