About this file

This is a Justification for Single Source Awards document from the Department of Veterans Affairs authorizing a sole-source procurement under FAA RFO 12.102(a).

The Pittsburgh Veterans Affairs Medical Center (VISN 04, Station 646) is procuring one Ravin Cam Gamma Camera manufactured by M3D for use in contamination detection and radiation imaging within the Surgical Unit. M3D, Inc. is identified as the sole source and manufacturer of this device, which has received trademark protection for the RAVIN Cam and obtained SBIR Phase I research funding from the National Science Foundation. The justification establishes that no other commercial system combines the device's compact form factor, spectral imaging, and spatial mapping capabilities. The device is produced solely by M3D, Inc. and is available only through their authorized distributor, Fidelis Sustainability Distribution, LLC (SDVOSB). The M3D Ravin CAM possesses critical capabilities for verifying shielding integrity, supporting radiopharmaceutical therapy, and detecting contamination with real-time radiation mapping using 2D and 3D heatmaps, contamination detection up to approximately 15 meters, and dose measurement accuracy of ±10% at 662 keV. Market research was conducted through a Sources Sought notice on SAM.gov with no viable alternatives identified, followed by a Special Notice of Intent to Sole Source that received only a response from the sole source affirming quoted materials. The justification was certified by Amanda Saunders, Lead Contracting Officer, on September 15, 2026.
