About this file
This is a Justification for Sole Source procurement document under FAR 13.106 for a purchase order under $150,000. The contracting officer, Naomi Helen Larson, is requesting approval to procure pressure-sensitive tape exclusively from 3M™ for delivery by May 28, 2026.
The required item is 2-inch wide by 60-yard long pressure-sensitive tape (Part Number 361) in white with a temperature range of -65°F to 450°F, featuring a glass overall and cotton backing that is cold, heat, and solvent resistant. Each roll must be marked with manufacturer and part number information. The sole source justification is based on 3M's proprietary silicone adhesive coating that provides exceptional high-temperature resistance, high adhesion strength (38 oz./in. width), tensile strength of 146 lbs./in. width, with a backing thickness of 5.0 mils and total tape thickness of 6.4 mils. The tape is the only product approved for use in hot work areas at Puget Sound Naval Shipyard (PSNS) and has been approved by C/106 for this specific application. The manufacturer contact is 3M Corporate Headquarters in St. Paul, Minnesota (1-888-364-3577), with dealer support through a Dallas, Texas location (1-877-389-6637). The contracting officer certifies that all statements and information provided are complete and correct and do not contain classified information.

Tape is coated with a silicone adhesive for many applications requiring high temperature resistance, high adhesion and a very strong, abrasion- resistant backing. Can withstand intermittent temperatures up to 550°F (288°C) or higher, depending upon the type and duration of the heat source. Adhesion to Steel:38 oz./in. width. Tensile Strength:
146 lbs./in. width. Elongation at Break:9%. Backing Thickness:5.0 mils. Total Tape Thickness: 6.4 mils. Temperature Use Range: -65° to 450°F (-54° to 232°C) Each roll is marked with MFR & PART number for reference. This tape is the only one approved for use with HOTWORK in PSNS and approved by C/106 for use.
