About this file

This document is an Edgar Compliance Addendum for a contract funded by a U.S. Federal Grant, issued by the Laredo Independent School District (Laredo ISD). The document outlines a comprehensive set of federal certifications and requirements for vendors seeking to contract with the district when using federal funds. It covers multiple federal regulations and compliance standards that vendors must adhere to, including provisions related to termination rights, procurement processes, anti-discrimination policies, and specific guidelines for contracts exceeding certain monetary thresholds.

The addendum emphasizes key compliance areas such as the Buy American Provision, which requires purchasing domestic commodities and products, the Byrd Anti-Lobbying Amendment, which restricts the use of federal funds for lobbying activities, and requirements for record retention, equal employment opportunity, and procurement of recovered materials. The document also highlights specific restrictions on telecommunications equipment purchases, detailed requirements for small and minority businesses, and various environmental and labor standards that must be followed when expending federal funds. Vendors must certify compliance with these extensive federal regulations across multiple areas, including clean air and water acts, debarment and suspension rules, and inventions rights.
