About this file

This is a Scope of Work document prepared by University Medical Center of El Paso (UMC EP), an entity of El Paso County Hospital District in Texas, for the selection of architectural and engineering (A/E) firms to provide professional design services for the renovation and build-out of endoscopic procedure rooms within an existing Ambulatory Surgery Center located at 4642 N Mesa Street, El Paso, Texas. The project involves the renovation and reconfiguration of existing clinical space to develop multiple endoscopic procedure rooms (approximately 350–420 square feet each) and associated clinical support functions, including selective demolition, architectural modifications, and upgrades to mechanical, electrical, plumbing, medical gas, and related building systems. The A/E team shall deliver a fully coordinated, code-compliant design that meets Texas Department of State Health Services ASC licensing requirements, NFPA Life Safety Code, FGI Guidelines (2018 or latest), ADA/TAS accessibility requirements, and local City of El Paso permitting standards. The selected firm will be responsible for full design services spanning programming validation, existing conditions verification, preliminary design, construction documents, life safety planning, permitting and regulatory coordination, bidding support, and construction administration. An add alternate for a washing/decontamination area and physician documentation alcove may be included in project scope.

The project design shall prioritize regulatory compliance, clinical functionality and workflow optimization, infection prevention and control, flexibility for future minimally invasive procedures, and cost efficiency while maintaining high-quality patient care and long-term operational flexibility. Critical considerations include the active healthcare environment requiring careful phasing and infection control risk assessment (ICRA) to minimize disruptions to ongoing ASC operations, comprehensive coordination with UMC EP stakeholders across all design phases, and emphasis on constructability and schedule adherence. The A/E team must coordinate all professional disciplines including architectural, mechanical (HVAC), electrical, plumbing, medical gas, fire protection, and low voltage/IT systems. The document includes a conceptual floor plan for the Ambulatory Surgical Center West facility, indicating the proposed layout and spatial relationships for the endoscopic procedure rooms and associated infrastructure.

1. INTRODUCTION

University Medical Center of El Paso (UMC EP) is soliciting Statements of Qualifications (SOQs) from qualified architectural and engineering (A/E) firms to provide professional design services for the renovation and build-out of endoscopic procedure rooms within an existing Ambulatory Surgery Center (ASC) located on the west side of El Paso, Texas.

This project consists of the renovation and reconfiguration of existing clinical space to support the development of multiple procedure rooms primarily intended for endoscopic procedures, along with associated clinical support functions. The project will require careful integration within an active healthcare environment, with an emphasis on minimizing operational disruptions and maintaining patient and staƯ safety throughout design and construction.

The selected A/E team will be responsible for delivering a fully coordinated, code-compliant design that aligns with UMC standards and supports eƯicient clinical workflows, high-quality patient care, and long-term operational flexibility.

2. PROJECT INTENT AND OBJECTIVES

The intent of this project is to create a modern, eƯicient, and compliant procedural environment that supports current endoscopic services while maintaining flexibility for future clinical needs. The design shall prioritize:

Regulatory compliance with applicable codes and guidelines, including:

o Texas Department of State Health Services (DSHS) ASC licensing requirements o NFPA (Life Safety Code, NFPA 99) o FGI Guidelines (2018 or latest adopted version) o ADA / TAS accessibility requirements o Local City of El Paso permitting requirements

Clinical functionality and workflow optimization, including coordination of procedure rooms, equipment, and support spaces

Flexibility and adaptability, allowing spaces to accommodate a range of minimally invasive procedures consistent with ASC operations

P a g e | 2

Infection prevention and control, including appropriate material selections, airflow design, and cleanable environments

Constructability and cost eƯiciency, with clear, coordinated documents that support successful procurement and construction

3. PROJECT DESCRIPTION

The project includes the renovation of existing interior space to develop endoscopic procedure rooms (approximately 350–420 SF each) and associated infrastructure, as reflected in the attached (see page 5) conceptual plans . Work will include selective demolition, architectural modifications, and upgrades to mechanical, electrical, plumbing, medical gas, and related building systems.

The design shall incorporate clinical and technical requirements typical of endoscopy environments, including but not limited to:

Medical gas systems (rooms currently have all gas lines for anesthesia + Waste Anesthetic Gas (WAG) – A/E team to verify compliance)

HVAC systems meeting ASC and FGI requirements

Handwashing fixtures and clinical support elements

Durable, healthcare-appropriate finishes and fixtures & equipment

Coordination with adjacent imaging and clinical areas

An add alternate for a washing/decontamination area and alcove for physician documentation may be included as part of the project scope.

4. DESIGN APPROACH REQUIREMENT

The A/E team shall design all procedure rooms to meet or exceed requirements applicable to endoscopic procedure rooms, ensuring compliance with regulatory standards while maintaining flexibility for broader procedural use.

Spaces shall be designed to:

Support endoscopic procedures as the primary function while allowing for adaptability to accommodate other minimally invasive procedures consistent with ASC operations.

This approach is intended to provide long-term operational flexibility, minimize future renovation needs, and ensure alignment with evolving clinical service lines.

5. DELIVERABLES

The selected Architect/Engineer (A/E) shall provide full architectural and engineering services, including but not limited to:

Programming validation and user coordination

Existing conditions verification

Preliminary Consultations, Examination and Report

Preliminary Design and Price Estimate

Construction Documents (CD)

Life Safety Plan

Final Price Estimate

Permitting and regulatory coordination
