About this file
This document is an evaluation criteria and scoring matrix for Request for Response (RFR) 26036, issued by the Commonwealth of Massachusetts Division of Marine Fisheries, for the publication and delivery of a Massachusetts Recreational Saltwater Fishing Guide. The contractor selected will be responsible for designing and producing a magazine-like printed publication containing saltwater fishing laws, regulations, and recreational information for Massachusetts, along with creating an accessible interactive Adobe Acrobat PDF for digital distribution. The evaluation process will assess only responsive proposals that meet all submission requirements outlined in Section 8 of the RFR, with additional information potentially requested during evaluation. The contractor must sign the Commonwealth of Massachusetts Standard Terms and Conditions and any other required state forms, with final negotiations conducted as applicable.
The evaluation scoring matrix allocates 100 total points across five criteria: Compliance with Required Specifications (40 points maximum), which assesses ability to meet booklet design, layout, materials, production, and delivery requirements; Advertising (15 points maximum), which evaluates experience soliciting and obtaining advertisements with preference for local Massachusetts advertisers; Price (15 points maximum), awarded on a comparative basis with the lowest bidder receiving full points and subsequent bids reduced proportionally; Vendor Experience (15 points maximum), with less than 5 years experience receiving 5 points, 6-10 years receiving 10 points, and more than 10 years with extensive comparable projects receiving 15 points; and Production and Delivery Timeframe (15 points maximum), based on ability to meet required production and delivery schedules for both Show and Final versions of the guide.
