About this file
The document is a project specification for ETU776 Trip Unit Replacement and Testing at Milwaukee County's General Mitchell Airport in Wisconsin. The project involves removing, replacing, and performing primary injection testing on five ETU776 trip units located in the Regulator Building, specifically for breakers including MSB/A&B Tie Breaker, MSB/A Main Breaker, MSB/A PP/1 Breaker, MSB/A Transformer #2 Breaker, and MSB/B 480V Bus Breaker. The work requires comprehensive safety procedures, including de-energizing equipment, documenting existing settings, carefully removing and replacing trip units, and conducting detailed primary injection testing per NETA Maintenance Testing Specifications. The project must be scheduled with at least four weeks' notice and performed on weekdays during straight time, excluding holidays.
The specification details specific technical requirements for the replacement and testing, including mounting new WLETU776MP trip units with manufacturer-specified torque values, conducting tests to verify pickup values and trip timing curves, and ensuring all test instruments are calibrated to NIST standards. The contractor will be required to provide a comprehensive report with settings, test results, adjustments, and photo documentation. Additional mobilizations, scope changes, or replacement of defective parts will be quoted separately and require approval. The project emphasizes quality assurance, with precise testing protocols, including comparing test results to engineering or manufacturer settings and making adjustments if deviations exceed specified tolerances.

Specification: ETU776 Trip Unit Replacement and Testing This project specification identifies the removal, replacement and primary injection testing of five ETU776 trip units (Part Number WLETU776MP) located in the Regulator Building. Work must comply within compliance of all industry standards.
Equipment Identification
· MSB/A&B Tie Breaker
· MSB/A Main Breaker
· MSB/A PP/1 Breaker
· MSB/A Transformer #2 Breaker
· MSB/B 480V Bus Breaker
Removal of Existing Trip Units
· De-energize and apply lock-out/tag-out on each breaker per NFPA 70E safety procedures.
· Document “as-found” protective device settings; retrieve and record existing trip settings.
· Remove breaker covers and existing ETU776 trip units carefully to avoid disturbing adjacent devices.
· Label and bag all mounting hardware to maintain proper assembly order and prevent loss.
Installation of New Trip Units
· Inspect mounting surfaces for damage or debris; clean and prepare as necessary.
· Mount new WLETU776MP trip units and apply manufacturer-specified torque values.
· Reinstall breaker covers and verify proper gasket sealing.
· Load manufacturer’s default settings or input documented “as-found” settings if engineering-provided values are unavailable.
Primary Injection Testing
· Provide test power (up to 150 kW/125 A at 480 VAC single-phase) within 50 ft of equipment.
· Conduct tests per NETA Maintenance Testing Specifications (Section 4.0 Repair):
· Verify pickup values at 80 %–120 % of trip unit rating.
· Measure trip timing curves for phase and ground elements.
· Compare test results to engineering or manufacturer settings; adjust if deviations exceed tolerances, then retest.
· Record all test data, including “as-found” vs. “as-left” values, using approved test software.
Quality Assurance & Reporting
· Ensure all test instruments are calibrated with traceability to NIST standards (NETA Section 5.3).
· Compile a comprehensive report detailing settings, test results, adjustments, and corrective actions.
· Include photo documentation of each installed trip unit and test setup for verification.
Project Execution
· Schedule work with at least four weeks’ notice to coordinate personnel, test equipment, and utility outages.
· Perform all activities on weekdays during straight time (starting at 7 AM), excluding holidays.
· Any additional mobilizations, scope changes, or replacement of defective parts will be quoted separately and require approval.
