About this file

This document is a Single Source Advertisement from the Florida School for the Deaf and the Blind (FSDB) for a proprietary teacher training procurement. The solicitation (SS-26-020) seeks Foundations for Literacy training for fiscal year 2025-2026, with an advertisement period running from August 13, 2025, to September 4, 2025. The training is specifically designed for preschool and kindergarten-aged children who are deaf or hard of hearing, with targeted learning objectives including vocabulary, narrative skills, alphabetic knowledge, phonological awareness, and reading skills.

The procurement is a non-competitive sole source acquisition with a not-to-exceed budget of $5,800.00, exclusively for training by Dr. Stacey Tucci from Foundations for Literacy in Smyrna, GA. The training is unique, evidence-based, and supported by a national randomized control trial demonstrating effectiveness with deaf and hard of hearing children. The curriculum involves daily one-hour implementation by educators, using multi-sensory, age-appropriate integrated activities. While the agency believes this is a legitimate single source procurement, vendors are invited to demonstrate their ability to fulfill the requirements during the fifteen-business-day advertisement period by contacting Kim Whitwam, the Director of Purchasing.

Performance and/or Design Requirements:

Florida School for the Deaf and the Blind (FSDB) is in need of proprietary teacher training for the Foundations for Literacy curriculum for FY 2025-2026.

Estimated Dollar Amount Not-to-Exceed: $5,800.00 Intended source:

Foundations for Literacy 4529 Pembroke Drive Smyrna, GA 30082

Justification for single source acquisition:

Foundations for Literacy is a one-of-a-kind, evidence-based intervention designed specifically for preschool and kindergarten-aged children who are deaf or hard of hearing. Educators implement Foundations for Literacy an hour each day for the school year. Targeted learning objectives include vocabulary, narrative skills, alphabetic knowledge, phonological awareness, and reading decodable words and short connected text. Each lesson includes strategies for differentiating instruction using fun, multi-sensory, age-appropriate, integrated activities. A national randomized control trial study found strong evidence for its effectiveness with children who are Deaf and hard of hearing.

Only one trainer can deliver the professional development workshop that is necessary for teachers to implement the curriculum. Dr. Stacey Tucci is the sole source for Foundations for Literacy training.
