About this file
This is a Statement of Work (SOW) from the USDA Forest Service for a service contract to install a solar-powered irrigation well at the Badger Hill seed orchard on the Placerville Ranger District of El Dorado National Forest.
The contractor must drill a 500-foot well and install a solar-powered pump system that will fill an existing 20,000-gallon water storage tank supplied by the Government. The work includes obtaining the well drilling permit from El Dorado County, scheduling drilling operations with the Government, and installing industry-standard materials including 4-inch steel casing, 4-inch PVC perforated casing, solar panels, solar DC disconnect, 20-foot solar wire extension, 4-inch solar 26 GPM pump, solar pump controller, well wire, well seal, pressure and check valves, poly pipe, conduit, copper wire, and associated fittings and clamps. The contractor may cease drilling if sufficient water is found before reaching 500 feet depth after confirming with the Government. Only key contractor personnel may perform services, and the contractor must provide daily verbal or email progress updates to the Government. The contractor is responsible for securing the drilling area by keeping the perimeter fence gate locked during operations. Two deliverables are required: a Proposed Project Plan due within five business days of contract award estimating the permit timeline, mobilization schedule, and drilling milestones; and Daily Status Reports due by 6:00 PM PST each day reporting drilling progress until project completion. Travel, key personnel identification, data rights, and Section 508 compliance are not applicable to this contract.

Project New well installation for Badger Hill seed orchard
General Information
1.0 Scope of Work
The USDA Forest Service requests a service contract for the installation of a solar powered irrigation well at the Badger Hill seed orchard admin site on the Placerville Ranger District of El Dorado NF.
2.0 Background
There is currently no operational irrigation system to water the thousands of trees at the orchard. A 20,000-gallon tank sits on the east side of the property that was filled by water tenders in the orchard’s early days, but this is no longer a viable option. The well will be dug near this tank to make use of it and the existing underground irrigation system. It is clear the orchard needs irrigation as there are multiple south facing or other sun exposed hills where many trees have died or have symptoms of sun scald that is not found on shadier slopes.
The new well will prevent further tree mortality and drought-related diseases and pests for these genetically important conifers, which provide genetic material for research, supplement other Forest Service and partner organization orchards, and supply seed to the region. There is also no other water source on the nearly 70-acre site where heavy equipment is routinely run and piles are burned. Having a water holding will fortify the orchard’s fire safety and potential for preventing local spread. There have been several large fires in the area and we have been lucky to be spared so far.
Contractor Requirements
3.0 Technical Requirements / Tasks
The contractor will drill a 500’ well and install solar panels and a solar powered pump in the well then trench and place a water line that will fill the storage tank supplied by the Government.
• The Contractor will obtain the well drilling permit from El Dorado County. Once the permit is obtained, the contractor will schedule the drilling work with the Government and move drilling equipment to the predetermined site at the Badger Hill Seed Orchard, drill the well then install the solar panels and pump and hook the system up to the water storage tank.
o The contractor will use industry standard methods and supplies during the well installation including:
drilling, 4” steel casing installation, 4” pvc perforated casing, grout pumper and packer (if necessary), solar panels, solar DC disconnect, 20’ solar wire extension, 4” solar 26 GPM pump, solar pump controller, well wire, well seal, pressure release valve, check valve, poly pipe, conduit, black and green copper wire, fittings, tape, and clamps.
o Contractor can cease to dig if a sufficient amount of water is found before the 500’ depth estimated after confirming with the Government.
o Only key contractor personnel will be permitted to perform the services.
o Contractor will verbally update the Government daily on progress, email is also acceptable.
