About this file
This Statement of Need details requirements for two enclosed trailers for the 55th Maintenance Squadron's Crash, Damaged, or Disabled Aircraft Recovery (CDDAR) team at Offutt Air Force Base. The trailers must have specific technical specifications including a 9,600-pound gross vehicle weight rating, tandem axle configuration, 8'6" wide x 7' tall x 24' long dimensions, LED lighting, aluminum flooring, and a full-height rear ramp. Additional required features include a camper-style door with deadbolt, aero nose, skid plate, recessed swivel D-rings, and a gravel guard.
The document outlines the purpose of these trailers as providing a secure, mobile platform for transporting critical CDDAR equipment such as railroad ties, steel plates, compressors, water pumps, lifting bags, and specialized tool kits. The trailers will enable rapid deployment of recovery resources, minimize operational delays, prevent potential aircraft or environmental damage, and protect sensitive equipment from external elements. The requirement is linked to specific Air Force instructions including OFFUTTAFBI21-102, TO 00-80C-1, AFI 21-101, and AFI 91-202, which govern aircraft recovery procedures and safety guidelines.

Statement of Need
Enclosed Trailers for 55th Maintenance Squadron CDDAR Team
1. BACKGROUND: The 55th Maintenance Squadron Repair and Reclamation section (MXS/MXMT) at Offutt AFB is responsible for Crash, Damaged, or Disabled Aircraft Recovery (CDDAR) operations, as documented in OFFUTTAFBI21-102, dated 11 April 2025. This plan adheres to the guidelines established in TO 00-80C-1, Crashed, Damaged, Disabled Aircraft Recovery Manual , and AFI 21-101. These publications outline procedures for safely and efficiently recovering aircraft following incidents. Ensuring the CDDAR team has the necessary equipment readily available is crucial for minimizing downtime and potential safety hazards, while following all safety guidelines outlined in AFI 91-202.
2. PURPOSE: The two enclosed trailers are required to provide a secure and mobile platform for transporting critical CDDAR equipment and supplies to aircraft recovery sites both on and off Offutt AFB. The trailers will house equipment such as railroad ties, steel plates, compressors, water pumps, lifting bags, and the CDDAR Composite Tool Kit (CTK). Having dedicated trailers will ensure rapid deployment of essential resources, minimizing delays in recovery efforts, and preventing further damage to aircraft or the surrounding environment. The trailers will also provide protection from the elements for sensitive equipment.
3. REQUIREMENTS: The CDDAR team requires two enclosed trailers meeting the following specifications:
• Quantity: 2
• Type: Enclosed
• Gross Vehicle Weight Rating (GVWR): 9,600lbs (per trailer)
• Dimensions: Suitable to accommodate the necessary equipment for CDDAR response.
Estimated: 8'6" wide X 7' tall X 24' long
• Axles: Tandem axle 4.8K rubber torsion, with (4) GY tire/rim ST225/75R15 LRE 6-hole silver aluminum wheels
