Statement of Work (SOW) Summary

This Statement of Work (PR# 6203-CD02) specifies repair and overhaul services for RADOME, NOSE components (Part Number 4342X-V2) for the U.S. Coast Guard. The contractor requirement mandates that services be performed by an Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or an FAA Certified 145 Repair Center acceptable to the Coast Guard. The contractor must comply with OEM specifications, Component Maintenance Manuals (CMM), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORI), maintaining ISO 9000 compliance or an equivalent quality system. The contract specifies four units with an optional quantity of two additional units (six total). Services include inspection/repair as necessary, with complete overhaul consisting of teardown, inspection, cleaning, consumables replacement, and component replacement showing excessive degradation. The required turn-around time is ninety (90) days after receipt of material, with earlier delivery preferred if no additional charges are incurred to the Government.

The contractor must obtain required OEM drawings, Service Bulletins, and CMMs, as these are proprietary and cannot be provided by the Coast Guard. Components must be thoroughly cleaned per applicable CMMs and aviation safety standards, with hazardous materials monitoring (hexavalent chromium, cadmium, lead). All repaired parts must be airworthy and suitable for USCG aircraft installation, requiring FAA airworthiness release 8130-3 Certificate or Certificate of Conformance per FAR 43.11 and 43.9. The contractor must provide a Teardown and Inspection Report (TIR) within five calendar days identifying all parts requiring repair or replacement, including part numbers, nomenclature, unit prices, and labor hours. Components must be tracked via the Coast Guard's Aviation Computerized Maintenance System (ACMS), maintaining legible tracking forms with the reworked component. Packaging and preservation shall comply with CMM requirements, with ESDS components meeting ANSI/ESD S541 or MIL-STD-2073, and all packages labeled with NSN, Part Number, Serial Number, nomenclature, and vendor CAGE CODE.
