Statement of Objectives (SOO)

The purpose of this SOO is to solicit a solution for the replacement of the existing Munitions Vehicle Wash Rack at Moody AFB. The new wash rack should meet the following objectives:

Objective 1: Dimensional Compatibility

The existing wash rack structure has the dimensions of 10'W (Entrance) x 20'L x 13'H. The wash rack equipment shall be located on the exterior of the structure and allow the pressure wash hose to extend the full area of the interior without interference.

Objective 2: Integration with Existing Infrastructure

The new wash rack should be able to integrate with the existing in-ground sump.

Objective 3: Cleaning Capability

The wash rack should be able to effectively clean vehicles using the Clean Compound Aerospace Equipment MIL-PRF-87937 detergent in accordance with TO 35-1-3, Para 2.1.6.2. The system should be designed to high pressure wash and remove dirt, debris, grease, heavy oils, and carbon deposits.

Objective 4: Equipment Protection

The provided system should have a protective barrier to shield the critical components of the wash rack during the cleaning process and the outdoor elements.

Objective 5: Water/Oil/Particulate Collection and Separation

The wash rack should have a designated tank for collecting and separating water, oil, and particulate matter generated during the cleaning process.

Please provide a proposal that details how you will meet each of these five objectives, along with the associated timeline and estimated cost for the project. We would also appreciate it if you could provide examples of similar projects you have completed successfully in the past.
