d. Cost Breakdown. Provide a Proposal Cost Breakdown. Must contain major line items by CSI divisions with quantity takeoffs for all materials, equipment, labor, and accelerated to Davis-Bacon requirements, as necessary for ta complete and functional installation. Lump Sums are not acceptable.

D. Requests for Information. Questions regarding contractual requirements should be directed to the Government Contracting Officer.

E. Timetable. It is anticipated that the design will take 0 calendar days and construction will take 250 calendar days.

F. Authorized Work. Work shall be accomplished in accordance with all contractually incorporated documents. Any work that is accomplished outside of the contractual documents, unless authorized by a contracting officer, is accomplished at the contractor’s own risk.

G. Work hours. All work shall be accomplished between 0700-1700 Mon- Fri. The work hours can be adjusted after it is coordinated and approved by the contracting officer and end user.

H. Facility Access. This Wastewater Treatment Plant is not in a controlled work area. There is no access restriction to the site.

I. Pictures of Work Site. There are no restrictions for pictures on site.

J. Base Access. All contractor vehicles must enter the base via the Wheatland Gate and shall be subject to inspection. All contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) throughout duration of work performance. Expect 72 hours minimum to process EAL’s.

N. Environmental constraints. Environmental surveys shall be coordinated with the Contracting Officer, 9 CES and the 9 CES Environmental staff. Seasonal wetlands areas are found throughout Beale AFB which may be habitat for Federally Threatened and/or Endangered species. To minimize potential impacts to these areas, equipment and vehicle traffic shall be restricted to existing roads or a 9 CES Environmental approved haul route. Temporary construction fencing and/or staking/flags may be required to clearly define vehicle and equipment routes.

Ground disturbing work on unpaved areas is discouraged during the winter wet season (typically 1 November through 1 May). Permission to conduct ground disturbing work during the wet season may be requested from 9 CES/CEIER if weather continues to be favorable. 9 CES/CEIER will evaluate and approve or disapprove outdoor work requests during this time on a case-by-case basis, depending on weather conditions, weather forecast, and whether activities will damage soil or vegetative cover. The only outdoor work allowed for 12 hours before or after a storm event is the inspection, installation and/or maintenance of erosion and sediment control best management practices (BMPs). However, the Contractor must complete any work started and leave the site in a safe condition, such as leaving out cones, placing reflective markers, temporary striping, and so forth as directed by the Contracting Officer. If ground disturbing work is approved by 9 CES/CEIER, the Contractor must notify the Contracting Officer at the start of each week he intends to work or not work during these months. The Contracting Officer may revoke the right to work during the exclusion period for any reason, at any time, for sake of efficiency or quality of product.

The Contractor shall conform to all requirements listed, by 9 CES Environmental, in the approved AF 813 and Business Management Practices (BMP’s). All disturbed areas shall be hydroseeded and stabilized to prevent erosion and turbid water releases to the adjacent streams and roadside swales.

O. Materials Submittals. The Contractor shall fill out and submit a Schedule of Materials Submittals (AF 66) with the proposed project schedule. A template will be provided, and contractor can add to it as needed.

P. Utility Outages. If the Government determines that a utility outage is needed then, all utility outages need to be thoroughly coordinated in advance. All precautions will be taken to protect existing equipment from damage.

Q. Asbestos or Lead Surveys and Testing Requirements. At this time, there are no known areas of concern regarding lead. Any hazardous materials identified shall be immediately reported to the contracting officer. Hazardous material abatement will be handled via change order.

R. Expected Warranties and Guarantees. All warranties and guarantees will be industry standards. This will include as a minimum a standard 1-year warranty of construction in addition to any standard manufacturer's warranties in excess of this period.

S. Post-Construction Training. Contractor shall provide training on any newly installed equipment.

T. Fire Suppression System Requirements. Not Applicable.

U. Interior/Exterior Finish Requirements. Will be per Beale's Facility Design Guide and our Base Architect.

V. Wall and Roofing Requirements. Not Applicable.

W. Licenses and Permits. Contractor is responsible for acquiring all necessary permits and paying all required fees for the legal construction and operation of any installed equipment or systems. The contractor is also responsible for Air Quality permits from the Feather River Air Quality in coordination with CES Environmental for compliance.

Any drawings provided by the Government are for “Reference only" and may not reflect the current condition. The Contractor shall be responsible for the verification of the accuracy of provided information.

Y. APPLICABLE STANDARDS. The Contractor shall design in adherence to the following documents, including all recommended practices documented in these standards. Although some publication dates are given, the design shall be in compliance with current references and standards. The Contractor shall determine through the kick-off meeting if other codes, standards, or references not specifically cited also apply to the design of this project, and incorporate those requirements into this project.
