About this file

This document comprises the appendices to a Request for Proposal (RFP) issued by the Alaska Aerospace Corporation (AAC) for a mechanical subcontractor to support construction of the Pad 3D Complex at the Pacific Spaceport Complex-Alaska (PSCA) in Kodiak, Alaska. The project requires qualified mechanical subcontractors to perform the full range of mechanical support during construction, including installation of all Pad D Complex mechanical support systems and infrastructure in accordance with attached drawings and scope of work. The RFP includes 28 pages of primary documentation, 7 pages of attachments, and 97 pages of plans and drawings. Questions regarding the RFP were due on 29 July 2026, with proposal submissions due on 5 August 2026. Amendment 01 was posted on 27 July 2026 to provide additional manufacturer requirements referenced in the attached drawings, though the proposal due date was not extended.

The appendices establish critical compliance and certification requirements for all bidders. Offerors must complete a Conflict of Interest Statement, Alaska Bidder Preference Certification (including verification of current Alaska business license, six-month staffing requirement, and resident certification), and a Subcontractors form if applicable. Additionally, bidders must certify compliance with 19 specific criteria covering business engagement, financial capability, insurance availability, domestic performance requirements, compliance with federal statutes (Americans with Disabilities Act, Equal Employment Opportunity Act, Civil Rights Act), lack of debarment or suspension, non-support of Israel boycotts, freedom from fraud and criminal convictions, lack of pending litigation, and compliance with Alaska state law. Failure to answer certification questions or responding "False" to any certification may result in proposal disqualification. Any clarifications for "False" responses are limited to 250 words maximum per item.
