About this file
This document is a Quality Assurance Surveillance Plan (QASP) for a federal contract opportunity to spread seed on the Midewin Tallgrass Prairie. The key details are:
The contract is for tractor seeding of a target area, with a requirement that a minimum of 99% of the area be seeded at the provided rate. Monitoring methods include visual inspections and random GPS sampling. There is a disincentive of a 50% payment deduction if the contractor achieves less than 50% of the Acceptable Quality Level (AQL) after rework, unless the outcome is beyond the contractor's control. The contract also has a non-line item requirement to meet the AQL without the need for re-inspections, with a 100% success rate target. Timely completion of the task order by the end date is also required.
The related federal contract opportunity has a Solicitation Number of 12444524Q0076 for "Bison prairie seed spreading". It is a 100% small business set-aside procurement conducted under FAR Parts 12, 13, and 19, with the Department of Agriculture Forest Service as the procuring agency.

NOTES:
1. Inspection: The Forest Service considers passing inspections (interim or final) to be critical. In an attempt to limit re-inspections, the Forest Service has elected to apply a disincentive when an area is inspected, and the AQL is not met. The Forest Service strives for effective and efficient contract administration; one of way of promoting this is to limit the need for re-inspections.
2. If contractor achieves less than 50% of AQL in any unit after re-work, a 50% deduction in payment will be applied to that unit, unless that outcome is beyond the control of the contractor.
