About this file
This is a Performance-Based Work Statement (PWS) for aircraft sunshade inspections dated 11 February 2026, with work to be performed at Ellington Field Joint Reserve Base Houston. The contractor must provide all management, tools, supplies, equipment, and labor necessary to conduct bi-annual inspections of two identical MQ-9 Aircraft Sunshade Shelters (each 110' x 31' x 50'). Inspections must be completed once every six months or after structures are exposed to winds or snow loads close to design limits.
The PWS establishes two primary performance objectives: PVC cover inspection and steelwork inspection, each with a 99% acceptable quality level (AQL) subject to 100% review by the Government Point of Contact (POC). Specific inspection requirements include checking fabric tension, tension rods and lock nuts, shackles and safety wire, PVC perimeter coverage, holes or rips, galvanization and corrosion, bolt tightness using the A.I.S.C steel manual A325 bolt standards, wind bracing cable tension, and node restraint cable tension. The contractor must provide a Certification of Inspection within 30 days of each scheduled inspection. Government furnishes two MQ-9 Aircraft Sunshade Shelters, ten LED light fixtures per shelter, one breaker panel per shelter, and 8,400 square feet of bird netting per shelter. Operating constraints include compliance with all installation security requirements, background check adjudication standards (NCIC-III and TSDB), restricted area access limitations, vehicle search compliance, proper identification and badge procedures, and prohibition of work on 11 recognized U.S. federal holidays.

Tighten as required. Removal of bird netting may be required.
2.1.2. Check tension rods along foundation for equal tension and lock nuts set. Tighten as required as required to equal tension in all rods in each bay area. Tighten any loose lock nuts as needed.
Removal of bird netting may be required.
2.1.3. Check shackles connecting tension rods to foundation for loose pins or missing safety wire.
Tighten pins as required and replace missing safety wire. Removal of bird netting may be required.
2.1.4. Check that the PVC covering is tensioned around the entire perimeter, Doors and vents.
Reattach any loose PVC. Removal of bird netting may be required.
2.1.5. Check for any holes or rips in the PVC cover. Damage should be repaired according to the PVC repair procedure. Removal of bird netting may be required.
2.1.6 Check for areas of damaged galvanization or corrosion. Remove any corrosion and cover with a zinc rich coating. Removal of bird netting may be required.
2.1.7. Spot check a sample of various bolts for tightness. Tighten as required. A325 bolts are tightened according to the turn-of –the-nut method given in the A.I.S.C steel manual, 16th edition.

This states that A325 bolts less than 4 diameters in length must be tightened an additional 1/3 turn past snug tight. Note A325 bolts in structure are less then 4 diameters long. All non A325 bolts are snug tight. Removal of bird netting may be required.
2.1.8. Check wind bracing cables for proper tensioning. They should be sag free. If cables are found to have sag, tighten a minimum of two full turns past the point where all the slack has been taken out of the cable. Removal of bird netting may be required.
2.1.9. Check node restraint cables for proper tension. Node restraint cables should be free of sag and snug tight. Removal of bird netting may be required.
2.1.10. STEELWORK INSPECTION - Check steelwork for missing or damaged components. Replace or repair any damaged components found. Removal of bird netting may be required.
