About this file
This document is a Justification for Limiting Sources form for a federal contract opportunity below the simplified acquisition threshold. The service required is maintenance and monitoring of current Intrusion Detection System (IDS) equipment already installed in a building, with a base year and four option years totaling 5 years. The estimated contract value is $70,811.37.
The document justifies a sole source award to Johnson Controls (JCI), citing that AID has been using JCI for over 10 years and awarding to another vendor would require installation of new equipment exceeding $50,000 plus additional costs. The contract is a follow-on to a previously competed action (W9121520F0003) and will be awarded under FAR 8.405-6(a) in the interest of economy and efficiency. The intended government agency is the Army Contract Command - Redstone Arsenal, with an anticipated award date of 15 August 2025.

GENERAL SERVICES ADMINSTRATION FEDERAL SUPPLY SCHEDULE
JUSTIFICATION FOR LIMITING SOURCES
BELOW SIMPLIFIED ACQUISITION THRESHOLD
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS “ONLY KNOWN SOURCE” OR “ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE” ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THE CUSTOMER
SHALL PROVIDE THE FOLLOWING INFORMATION:
1. PURCHASE REQUEST OR REQUISITION
NUMBER
2. PROJECT/TASK NUMBER 3. ESTIMATED AMOUNT (OVER $3,000 BUT NOT
EXCEEDING $150,000)
2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE.
3. CIRCUMSTANCES JUSTIFYING LIMITING THE SOURCE IAW FAR 8.405-6(a)[CHECK ONE]:
___ An urgent and compelling need exists, and following the procedures would result in unacceptable delays.
_____Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
____ In the interest of economy and efficiency, the new work is a logical follow-on to an original, competitive Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.
4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
5. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE.
6. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. IF THIS IS A FOLLOW-ON ACTION TO A PREVIOUSLY COMPETED
ACTION, SO STATE.

| 2 BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: The service required is the maintenance and monitoring of current Intrusion Detection System equipment already installed in building for 10 years including a base year and four option years which totals 5 years. | |
| 4 REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: AID has been using JCI for over 10 years and awarding to another vendor than the current vendor will require the removal of current equipment and installation of new equipment which will increase the cost to over $50,000 plus more dollars. Additionally this would lead to a lapse in security monitoring for a secure facility. JCI remaining on contract will not result in a lapse of security monitoring and coverage to protect sensitive information. The required UL 2050 Certificates have been issued by suggested source. A re-issuance of these UL 2050 Certificates by another vendor may require a change in equipment, wiring or other components which would require the Government to incur significant costs for new equipment and the corresponding installation. | |
| 5 EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE: Awarding to a company other than the incumbent would require the installation and use of that entity's equipment New installation of any system component or hardware would incur the Government additional costs of approximately $50,000 for structural repair, man hours, etc based on the preceding installation of similar equipment in 2023. Installation of new equipment would also leave the building vulnerable to security threats that are untenable at this time. Finally, orders placed under Federal Supply Schedules are exempt from the requirements in FAR Part 6. | |
| 6 PROVIDE A STATEMENT OF ACTIONS IF ANY THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED IF THIS IS A FOLLOWON ACTION TO A PREVIOUSLY COMPETED ACTION SO STATE: Follow-on action to previously competed W9121520F0003. | |
