About this file

This is a Justification for Other Than Full and Open Competition document submitted by 147MSG/MSC Houston, Texas for the procurement of Individual Tool Kit (ITK) boxes and tools on a Snap-On or better basis.

The contracting activity seeks to purchase two ITK toolbox and tool kits with a total government estimated cost of $55,551.46 per brand name requirement. The justification cites Air Force Instruction 24-302 requirements for personnel with AFSC 2T3X1 to deploy with standard and metric hand tools, and emphasizes that warranty hand tools are the standard for vehicle maintenance operations due to their high quality and free replacement policy. The specified Snap-On ITK box is deemed unique due to lifetime warranty and free replacement on all wearable parts, local vendor availability at Ellington Field JRB with same or next-day service capability, and tools that meet Air Force professional standards. All hand tools include lifetime warranty replacement if damaged or worn, while electronic and air tools have partial replacement or repair coverage. The procurement authority is cited under 10 U.S.C. 2304(c)(1) and FAR 6.302 based on Snap-On being the only manufacturer meeting all specified requirements, including made-in-USA production and GSA contract pricing guarantees. Market research identified Snap-On and authorized resellers as interested sources. The solicitation will be synopsized on Federal Business Opportunities (FedBizOpps) with the Snap-On technology or better requirement included. The justification was certified by Eric Lopez (Small Shop Chief) on 3/20/26 and approved by MSgt Buddy Ciemiengo (Contracting Officer) on 4/11/2026.
