3.4 Engineering Services

Upon receipt of a written request from the Contracting Officer, the contractor may perform engineering services in support of CLB Propulsor related design review, design change or other engineering related tasking.

4.0 General Requirements

4.1 Manufacturing Plan (CDRL A003)

The contractor shall develop a Manufacturing Plan that provides, in detail, the internal(prime vendor) and external (sub-vendor/supplier) processes required to complete thedelivery of all end items.
4.2Project Planning Chart (CDRL A004)
4.2.1The contractor shall design and develop a project-planning chart that graphically depicts a composite schedule of all planned technical activities and milestones. This data item shall be submitted as an appendix to the Monthly Status Report.
4.2.1The contractor shall design the logical sequence of activities to execute manufacturing of each kit. The sequence of activities shall include designation of all Production Milestone Tasks that capture critical path production processes, top-level production processes, and/or sub-contracted production processes that have the potential to impact end item delivery dates if they are delayed.

4.2.2 Gantt chart essential elements shall include discrete tasks and activities consistent with authorized work and relationships for contract completion by identifying items from contract award through completion of each Contract Line Item Number (CLIN). Further, identify the critical path, all major events, and program milestones. The contractor shall define baseline Planned Start Dates for each Production Milestone Task. The contractor shall also define the Latest Start Dates for each Production Milestone Task which are the latest that a production task can begin that does not affect the end item delivery date. Subordinate level elements (3rd thru 5th level or greater activities) shall not exceed 30 work days in duration. The contractor shall propose any exceptions to this parameter in its proposal and to the Procuring Contracting Officer (PCO) and COR for approval in writing. The contractor may implement any exceptions only upon approval in writing by the PCO or COR.
4.3Risk Status Management Report (CDRL A003)

The RSMR shall provide a risk assessment for each Production Milestone Task as identified in the Project Planning Chart, Planned Start Dates, Actual Start Dates (where applicable), and whether future Planned Start Dates are on track or at risk of exceeding the Latest Start Dates shall be visually illustrated for each Production Milestone Task. The RSMR shall also include risk-mitigating recommendations to the Government based on risks associated with each milestone.

4.4 Monthly Status Reports (CDRL A005)

The contractor shall submit monthly status reports. The report shall clearly demonstrate progress against key milestone dates in the Project Planning Chart. The report shall include the progress/status of all work, including that of subcontractors, inventory of all parts in production and in stock, action items, discussion topics, and rationale for schedule delays and improvements. The contractor shall also provide machine status, action item tracking, and risk identification and management strategies. The monthly report shall include a separate attachment containing key milestones through completion of each kit and shall include schedule impacts to each key milestone if schedule delays or accelerations are achieved by the contractor.

5.0 Biannual Progress Reviews and Kickoff Meeting

The contractor shall host a kick-off meeting no later than 30 days after contract award. Thereafter, the contractor shall be responsible for planning, scheduling, and conducting biannual progress reviews with Government representatives (CDRL A006, CDRL A007). These reviews shall be held at the contractor’s facility, or a subcontractor’s facility, as agreed to by the Government. Each review shall include, at a minimum:

· Status briefing

· Facility tour of the work in progress;

· Manufacturing status;

· Configuration control/quality assurance;

· Contractor-requested requests for variance;

· Adherence to contract delivery schedule;

· Any outstanding action items; and,
