Statement of Work (SOW) U.S. Customs and Border Protection (CBP)
Office of Field Operations (OFO) Area Port of Seattle K9 Kenneling Services
1. OBJECTIVE:
The purpose of this procurement is to obtain commercial kennel facilities and services that will most effectively support the U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO) Canine Enforcement Program and the mission of CBP.
2. SCOPE OF WORK:
It is the intent of CBP to establish a Purchase Order with a canine kenneling facility in the Seattle, Washington area, specifically within Ten (10) miles by road one-way departing from the designated Government offices as indicated in Section eight (8) of this SOW. (Distances will be calculated based on the shortest route indicated on Google Maps). The contractor shall provide all labor, materials, supervision, and facilities necessary to satisfy the kenneling requirements of CBP’s Canine Enforcement Program location at the Area Port of Seattle as specified in this
SOW.
The number of canines that require kenneling and care is Ten (10) canines and may change due to the needs of CBP.
For the purposes of this contract, the contractor shall be able to provide kenneling services to accommodate a maximum of Ten (10) canines. The number of canines is subject to change depending on the needs and requirements of CBP.
3. APPLICABLE DOCUMENTS:
The contractor shall comply with all Federal Occupational Safety and Health
Administration (OSHA), Environmental Protection Agency (EPA), State, and Local Laws, directives, regulations, ordinances, codes, and other orders as applicable to this type of service.
Commercial standards shall be utilized.
The contractor shall hold and maintain applicable licenses and permits throughout the duration of the contract. (Deliverable-with bid)
4. SPECIFIC TASKS:
4A. General Requirements:
4A.1 Accessibility: All kenneled canines must be accessible and retrievable for duty 24 hours a day, 7 days a week. Regardless of the time of day, a CBP Canine Enforcement Officer (CEO) must be able to retrieve their assigned canine immediately upon their arrival at the kennel. To meet this requirement, the contractor shall provide each CEO
SOW – OFO Area Port of Seattle K9 Kenneling Services Page 2 of 11 with the necessary means of access (e.g. keys, code or 24-hour staffing) to independently retrieve their canines. The number of CBP employees that will require access to the facility is Eleven (11), (10) CEO’s and (1) CEO Supervisor. The number of officers requiring access may change according to the needs and requirements of CBP. All entry/exit points will be locked after hours or when unattended. All dog runs shall always be secured in a manner that prevents unintended or accidental release of canine.
4A.2 Authorized Access: The contractor shall ensure that only authorized kennel personnel have access to CBP canines. Access to and contact with CBP canines by the public and other animals including, but not limited to, privately kenneled animals is strictly always prohibited.
4A.3 Identification of working canines: The contractor shall ensure that kennel personnel do not identify or point out to anyone the identity and location/runs of CBP canines. At any time, information about the CBP canines shall not be disseminated to anyone, other than CBP.
4A.4 Operating Environment: In addition to providing suitable space for the canines, the contractor shall ensure that the kennel, access buildings, break areas, and curtilage are kept clean. At all times, the entire kennel site shall be kept in a condition that will not pose a danger to the canines or the CEOs. The kennel site shall be kept in an acceptable sanitary condition. (See Section 4C Sanitation).
4A.5 Designated Representative: A Contracting Officers Representative (COR) designated by the Contracting Officer will be appointed to monitor contractor performance and coordinate technical and administrative matters with the Contracting Officer. The designated representative may conduct a semi-annual review, will provide a report to the Contracting Officer after each review and may conduct additional reviews as necessary. The designated representative will be identified in the Purchase Order.
4A.6 General CBP Canine Guidelines: CBP canines are typically of the sport variety.
CBP canines are working dogs, not pets boarded while their owners are on vacation.
These canines work 8 – 16 hours a day, often in high stress situations. The canines typically weigh between 20-90 pounds. Absent unique circumstances, no CBP canine will be younger than one year old. The primary purpose of CBP canines is to utilize their extensive training to locate illegal contraband before it enters the United States.
Therefore, it is important for these canines to have an appropriate environment to rest in while they are in the kennel facility. (See Sections 4B and 4C).
4A.7 Staffing Hours: The kennel facility shall be staffed continuously on site by at least one employee during all active dog hours. The active dog hours for the CBP canines are between the hours of 7:00 a.m. and 6:00 p.m., seven days a week. The staff’s presence will ensure that the requirements for ill canines (Paragraph 4C.2 Health) and the requirements for stool removal (Section 4C. Sanitation) will be met during these active dog hours.

4A.8 Parking: The contractor shall have available parking spaces to load and unload dogs, on facility grounds to accommodate the government owned vehicles of CBP personnel who are on duty or who are working with the dogs. Sufficient parking and a safe, lighted area to load and unload dogs is required (See Paragraph 4B.8 Lighting).
Twenty-four-hour access to the parking area is required.
4B. Facility and Kennel Run Requirements:
The kennels shall be located in a secure location away from the public, with limited access. The kennels shall be located in an area with minimal stimulation. Kennels shall be positioned in a location with maximum protection from the elements. When possible, CBP canines shall be boarded in a location separate from non-CBP canines.
Only one CBP canine shall be in each kennel run at any one time. When kenneling in a chain link fence type design layout, contractor shall ensure an empty kennel, to be used as a “buffer zone”, is kept between any CBP canine and other dogs. When accommodations provide fully partitioned rooms - such as in solid wall construction - a fully empty “buffer” room is not required. The goal of a “buffer zone” is to prevent any contact between the CBP canine and any non-CBP canine and to also prevent any possible disturbances, overstimulation and/or injury to the CBP canine. CBP canines cannot be placed in crates or wire cages at any time. At no time shall the contractor permit a non-CBP canine to be kenneled in a CBP kennel run.
The kennel shall create a plan to meet the requirement that CBP canines have an appropriate environment to rest in while they are in the kennel facility with minimal noise and stimulation.

4B.1 Floor and Dog Runs: The kennel building shall be constructed with concrete foundations and subfloors. Kennel run floors shall be a sealed hard, non-skid surface (e.g., concrete or tile is acceptable). All concrete surfaces shall be sloped and constructed to allow for adequate drainage for flushing stools and urine from the kennel run. Pooling of liquid is not permitted. Other floors and pathways shall be of a non-skid surface and allow for adequate drainage for flushing stools and urine from the kennel surface. Toys are not permitted in the kennel runs unless specifically authorized by a CBP CEO. The only items permitted in the dog runs are the chew proof KURANDA platform bed (Brand Name or Equal), water bucket, CBP authorized K9 toy and feed dish.
4B.2 Kennel Runs: Indoor/outdoor kennel runs are preferred by CBP. Indoor runs will be considered. A guillotine type drop door is an acceptable access door between the indoor sleeping area and outside run. A locking mechanism on the access door is required for indoor/outdoor runs. The access door must be sufficient size to allow the dogs to enter without scraping their sides or back. All kennel runs shall be disinfected daily with veterinary approved chemicals (See Section 4C. on Sanitation). Each kennel run must be at least 72” long by 42” wide, not including the sleeping area. Kennels runs combined with a sleeping area are permissible and must have a total minimum of 40 square feet. No dimension of the kennel run shall be less than 3 feet.

Canines must have full access to their kennel run during daytime hours, 7 days a week.
This shall not be less than 11 hours each day, including times when the facility is closed to the public. CBP canines should not be locked in their sleeping area except for the period runs are being cleaned, sanitized, or are resting at night.
4B.3 Kennel Run Barriers: If kennel runs use a common barrier to separate adjacent runs, the barrier shall be from the floor to the chain link or canopy top to prevent cross contamination between runs. The barrier must consist of a solid or composite wall at least 48 inches in height from the floor. The remainder of the barrier shall either be a solid wall or wire mesh fence fabric. No portion of the kennel run will be constructed of wood.
4B.4 Sleeping Areas/Platforms: The contractor shall provide chew proof aluminum KURANDA platform beds (Brand Name or Equal). The platform shall be of adequate size to accommodate the dog. If the sleeping area is part of the kennel run, it shall have two solid walls between the adjacent kennel runs with chain link ends. If the enclosed bedding area is separate from the kennel run, accessible by a guillotine door it must have three solid walls with a gate access opening on one end.
4B.5 Canopies and Chain Link Tops: Outdoor portions of kennel runs shall be covered with a shade cloth canopy that will provide shade during all daylight hours. All kennel runs shall have secured chain link tops, to prevent the dog from jumping or climbing out.
4B.6 Heating Ventilation and Cooling: All types of kennel facilities and kennel runs shall have fresh air either through windows, doors, vents or air conditioning. The minimum air temperature shall not be less than 50 degrees F. The maximum air temperature shall not be more than 85 degrees F. Auxiliary ventilation (air conditioning or exhaust fans) is required where the ambient temperature can reach 85 degrees F or higher. Ventilation recommended is at least 12-15 air exchanges per hour. Humidity levels will be maintained between 30%-60%. This to prevent upper respiratory illnesses, and bacterial/fungal infections.
4B.7 Fencing and Gates: Wire mesh fence fabric shall be utilized on the runs and gates.
The fabric shall be at least 11-gauge material for 2-inch mesh. PVC coated mesh is preferred.
Access gates to each run and sleeping area shall have a positive latching system to prevent the dogs from jumping against the latch and accidentally opening the gate.
Kennel facilities shall have a double gate/door that requires the dog to go through two secure gates/doors to enter/exit the facility and grounds.
Security fencing shall surround all outside runs and break areas. The type of fence fabric shall meet or exceed 11-gauge steel wire-mesh chain-link fence. The fabric height, from ground to top of fence, shall be a minimum of 6 feet at all locations. No fence shall be located so that the features of land (its topography) or structures defeat its purpose by allowing passage over, around, or under the fence. The fence shall be always kept in
SOW – OFO Area Port of Seattle K9 Kenneling Services Page 5 of 11 good repair. The purpose of this requirement is to restrict access to the kennel from outside. As such, all fencing must meet this requirement.
4B.8 Lighting: The kennel compound, kennel runs, and parking lot shall be sufficiently lighted to provide security and to allow for safe nighttime activity in removing or returning canines to their kennel runs. All accessible areas will be lit, either by motion sensors or permanent lighting.
4B.9 Video Surveillance: The kennel compound, kennel runs, outside runs, break areas and secured parking lot will be under video surveillance 24 hours a day 7 days a week.
Video surveillance shall be a minimum of 1080p resolution and independently available to CBP CEO Supervisor or COR for viewing. Login if required and access to view surveillance system shall be given to CBP CEO Supervisor. (Deliverable-with bid)
4B.10 Break Area: The contractor shall provide a fenced break/exercise yard for the exclusive use by CBP canines. Privately boarded dogs are not allowed in the designated CBP break/exercise yard. For the safety of the canines only one dog at a time will be allowed in the break/exercise yard. The type of fence fabric shall meet or exceed 11-gauge steel wire-mesh chain-link fence. The fabric height, from ground to top of fence, shall be a minimum of 6 feet.
4C. Sanitation:
Kennel runs and sleeping areas shall be cleaned and sanitized daily. Disinfection must be done daily with a veterinarian approved broad spectrum kennel cleaner disinfectant that disinfects against Avian Influenza, Parvo virus and SARS-CoV-2 and Giardia at a minimum. This is to include the cleaning of walls, floor, door and ceiling. Floors should be squeegeed after cleaning and dried prior to K9 going back in the area. Kennel runs and sleeping/food area shall be kept pest and rodent free. Kennel runs shall be washed, and stools shall be removed from the runs as often as necessary. Stools, urine and waste dog food shall not be allowed to remain in a run for more than one (1) hour during required staffing hours (See 4A.7, Staffing Hours). All stools shall be removed within one (1) hour after the facility opens for business or no later than 8:00 a.m. on days when the kennel is not regularly open for business.
All chemicals shall be stored away from any food items or on the floor, capped and in the original labeled containers. Chemicals not in the original container shall be clearly marked. All disinfectants used for cleaning shall have the approval of the EPA.
Break areas containing materials that cannot be sanitized using veterinarian approved disinfect, such as gravel, sand, grass, earth, absorbent materials etc., must be sanitized by other means to include removing the contaminated materials and rinsing the contaminated area as often as necessary to prevent odors, diseases, pests, insects and vermin infestation. Areas with surfaces of dirt, absorbent materials, sand, gravel, grass or other similar material must be raked or spot cleaned with sufficient frequency to ensure all animals the freedom to avoid contact with excreta.
Stools and waste shall be removed promptly and completely between each canines’ use of the break area.

4C.1 Food and Water Areas: Kennel personnel shall clean food and water utensils every day with hot soapy water. Kennel personnel shall clean utensils used in preparation of food immediately after each food preparation period. Stainless steel feed and water pans shall be provided and used. Empty dog food bags shall be removed and disposed of in a covered waste container. All food shall be stored in a covered, rodent proof storage container in a clean dry area separate from non-CBP canine food. The area shall be rodent and pest free. The contractor shall provide a refrigerator for special diets and medications. Medication shall be properly labeled and stored in the refrigerator, if necessary. If the water supply comes from an underground well, it shall be tested and approved for human consumption (potable). If applicable, the water shall be tested annually, and the results provided to CBP.(Deliverable) The kennel shall have potable hot and cold running water. CEOs shall have 24-hour access to the potable hot and cold running water. Self-waterers will not be permitted.
4C.2 Health: Medication shall be administered to the canines by the CEO or kennel personnel in accordance with veterinary instruction. In some instances, the CEO or CEO Supervisor may administer medication; CBP will coordinate with kennel personnel accordingly.
Heartworm and flea/tick prevention will be provided by CBP and administered by the CEO or kennel personnel according to medication instructions. Kennel personnel shall administer monthly heartworm and flea/tick prevention on the first day of each month or the first day of each quarter. This will be determined by the product that is provided by CBP. Specific instructions will be provided by CEO Supervisor or COR.
Kennel employees may be requested to collect urine/stool samples from the canines for medical testing, urine/fecal containers will be provided by CBP.
The contractor shall observe the appearance and activity of the dogs for signs of illness, wounds, disease and discontent. The contractor shall specifically watch for signs of injury or other changes in the canines’ physical condition.
In the event a CBP owned canine is injured, becomes ill, or is otherwise in distress, the contractor shall contact the assigned handler of the canine and the CEO Supervisor immediately upon determining the canine is injured, ill, or is otherwise in distress. If the injury or illness is an emergency, and the assigned CEO or CEO Supervisor cannot be contacted the contractor will contact the Seattle Command Center. (24/7 phone, number will be provided by COR in emergency contact list) and the contractor shall take the injured or ill canine to the pre-designated veterinarian. Reports of injury and/or illness and actions taken shall be documented.(Deliverable) The name and contact information of the authorized veterinarian, CBP canine personnel emergency contact list and injury/illness form will be provided by the COR after award of Purchase Order.

If the Contractor fails to contact the appropriate Government personnel in a timely manner as aforementioned, Contractor assumes all liability for the canine and any charges that are incurred because of not contacting the appropriate Government officials.
In the unlikely event a CBP canine passes away, CBP personnel will take possession of the dog and transport it to the CBP designated Veterinary Hospital for a necropsy. No CBP canine shall be buried, cremated or disposed of by kennel personnel.
4C.3 Bathing:
CBP Personnel will perform the bathing and grooming services of the CBP canines. On average, each canine is bathed two (2) times per month. The contractor shall provide bathing utilities, which shall include either a low level or easy canine access basin or tub, equipped with cold and hot running water. The contractor shall always keep the bathing area clean and provide a constant supply of fresh clean towels. In addition, the contractor shall provide a cupboard, closet, locker or other similar storage area for CBP to store bathing supplies. The storage shall be of adequate size to hold a minimum of one month’s quantity of supplies. CBP personnel will provide bathing supplies. CBP will coordinate the bathing of canines to coincide with the facility bathing routine.
4C.4 Debris: The compound area where the kennels are located shall be free of all refuse, garbage, trash, and debris. Seeded areas within the compound shall be mowed/chopped and kept free of brush and tall vegetation that could pose a health hazard to the dogs, handlers, or other individuals entering the premises. Fallen leaves and debris must be kept to a minimum.
4C.5 Flea and Tick Prevention: The kennel and surrounding areas shall be treated to prevent infestation of fleas and ticks on a semi-annual basis, at a minimum and more if needed. A copy of the treatment record shall be provided to CBP semi-annually.(Deliverable) Kennel compound must be free of poison baits or toxic materials accessible to animals.
Pesticides must be approved by local, state and federal regulations for use around animals. Only licensed pesticide applicators are authorized to apply pesticides in and around the kennel compound. CEO Supervisor shall be given 24-hour advanced notice of application.
4C.6 Break Areas: When CBP canines are in the break areas, the area shall be kept free of all toys, e.g., tennis balls. For the safety of the canines, only one dog at a time will be allowed in the break/exercise area. Break areas shall be kept clean. Stools and waste shall be removed promptly (Section 4C. Sanitation)
4C.7 Breaks: When the CBP canine is not working during the Canine Enforcement Officers (CEO) regular days off, the CEO is on annual leave or any circumstances where the canine is in the kennel for the majority of the day, the kennel shall provide:
A minimum of Two (2) breaks no less than 15 minutes each in the designated
CBP break area.

If the canine is not in the kennel for the full day, canines will receive 1 break for every Five (5) hours the canine is at the kennel between operating hours of 7:00 a.m. and 6:00 p.m.
Due to individual canine temperament, canines can be excluded from this requirement by the CEO supervisor.
Breaks may be conducted on/off leash in the designated CBP break area. All breaks must be logged on the daily break/exercise log chart. The break/exercise form will be provided by the COR after award. (Deliverable)
4C.8 Exercise: CBP shall exercise the CBP canines daily. CBP will accurately log exercises for accountability purposes. If a CBP canine has not been exercised for 3 consecutive days, kennel staff shall alert the CEO Supervisor.
4D. Feeding:
4D.1 Food: The contractor shall provide all food, supplies, and equipment necessary to perform the feeding services. This includes items such as stainless-steel feed and water pans, cleaning supplies and equipment, disinfectants, etc. The amount shall be the suggested label serving size provided by the food manufacturer unless the CEO, CEO Supervisor or COR approves special rations. The acceptable range for the key nutritional factors is:
Energy density 4.0 to 5.5 kcal ME/g DM
Fat 15 to 40 % fat DM or 30 to 65% of calories from fat Soluble carbohydrate 39 to 55% NFE DM or 20 to 50% of calories from NFE Protein 22 to 32% protein DM or 18 to 25% of calories from protein Digestibility DM digestibility >80%
Once a standard, approved brand of dog food is established, any change including quantity of food must be approved in advance by the CEO Supervisor or COR. Specialty food or diets will be provided by CBP. No treats will be given to the canines without approval by the CEO or CEO Supervisor.
4D.2 Schedule: The kennel personnel shall be responsible for feeding the dog(s) according to the feeding schedule to be provided by CBP. All dogs will be fed 2 times a day, unless otherwise directed by the CEO Supervisor or COR. The frequency of feeding for each canine will be addressed on a case-by-case basis as designated by each respective CBP CEO or by the CEO Supervisor. Feeding time must occur within 30 minutes of the feeding schedule provided.
4D.3 Documentation: Kennel personnel feeding the dog shall complete the Food Stool Medication Chart daily. The Chart will be provided separately by the COR after Purchase Order award.(Deliverable)

4E. Reporting and Documentation Requirements:
4E.1 Protection: The contractor shall have a plan for emergency procedures.(Deliverable-with bid) A copy of the local fire evacuation plan shall be posted in the kennel.(Deliverable-with bid) There shall be smoke detectors in the facility. The contractor shall provide fire extinguishers on site to extinguish common construction materials and/or electrical fires. The contractor shall ensure that the fire extinguishers are inspected and maintained in accordance with the local/state/federal fire regulations.
The contractor shall have business insurance as required by the appropriate state and local governments and municipalities.(Deliverable-with bid)
4E.2 Escaped Dog Plan: The contractor shall have a written plan for handling the “escaped dog” scenario. The plan shall include the immediate notification of CBP and define what steps will be taken. A copy of this plan shall be provided to CBP.(Deliverable)
4E.3 Animal Injury Procedures: The contractor shall have written procedures to educate employees on how to handle animal related injuries and all contractor personnel shall be trained to follow these procedures. Especially bloat (gastric torsion) and heat related injury/illnesses.

4E.4 Personnel: If required by the state, the kennel manager must be certified to manage a kennel facility. If the kennel manager is replaced, the contractor shall provide notification to the COR immediately.(Deliverable-with bid)
4E.5 Record Keeping: The contractor shall keep an electronic record (Microsoft Excel or Word) to be provided to the Government upon request of all CBP canines kenneled at the facility during each 30-day/monthly billing cycle.(Deliverable)

8. PLACE OF PERFORMANCE
All kenneling services shall be performed at the contractor’s facility within ten (10) miles by road one-way from the location shown below. (Distances will be calculated based on the shortest route indicated on Google Maps).

9. PERIOD OF PERFORMANCE:
The period of performance for the resultant Purchase Order shall be a base period of one-year plus three option years as follows:
BASE PERIOD: 06/1/2024 – 05/31/2025
OPTION YEAR ONE: 06/1/2025 – 05/31/2026
OPTION YEAR TWO: 06/1/2026 – 05/31/2027
OPTION YEAR THREE: 06/1/2027 – 05/31/2028
Exercising of option years is dependent on the needs and requirements of the Government (i.e., within the Government’s discretion).
10. SPECIAL CONSIDERATIONS:
10.1 Contracting Officer’s Authority: No changes to this SOW or price increases shall be incurred without written prior approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification. The Contracting Officer is the only individual with the authority to amend the solicitation or modify the contract.
10.2 Environmental Management: In order to comply with federally mandated environmental preference programs and Department of Homeland Security (DHS) “Green Procurement Program” (GPP) policy, US Customs and Border Protection requires the use of environmentally preferable products and services. These program elements include recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov).
Product or service must be in compliance with Environment, Energy and Water Efficiency, Renewable Energy Technologies, Occupational Safety, and Drug-Free Workplace FAR 52.223-1 through 52.223-17, 52.204-4 and 52.211-5.
