STATEMENT OF WORK
HJZH 20-4007 - Repair HVAC Systems Laundry Room B651
SECTION 1: PROJECT INFORMATION
1.1 PROJECT LOCATION: Joint Base Elmendorf‐Richardson (JBER) is located on the northern edge of
Anchorage, Alaska and is accessible from the Glenn Highway at Boniface Parkway. The project location is on the Richardson side of the installation in Building 651. Refer to drawing G‐001 for location.
1.2 UNIQUE REQUIREMENT: Project is to be implemented to accommodate user needs of the facility. A work plan shall be presented to the various users for coordination and acceptance of user needs. Contractor shall request approval of any downtime/outages a minimum of 15 work days in advance. Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. Contractor staging areas will be identified by the Facility Manager, Fire Department and 673 CES/CENMP. Safety areas and caution notices are to be provided by the Contractor.
1.3 COVID Base Access Information: When work under this contract requires unescorted entry to controlled or restricted areas, the Contractor shall comply with AFI 31‐101, Integrated Defense, and DODMAN5200.02_AFMAN 16‐1405, Air Force Personnel Security Program. Contractors requiring access to any area on Joint Base Elmendorf‐Richardson (JBER) shall comply with installation, state, and local COVID‐19 policies and mandates and respect any guidelines or restrictions imposed by local businesses. These policies and mandates frequently change.

Failure to comply with the guidelines or restrictions may result in suspended access to JBER or debarment. Contractors shall comply with the above‐referenced documents.
1.4 PROJECT DESCRIPTION: Provide repairs for Building 651 as noted in statement of work and on the attached drawings. Project consist of removing existing HVAC equipment serving the laundry area and installing new HVAC equipment, and all required electrical and plumbing appurtenances. There has not been asbestos containing material (ACM) or lead based paint (LBP) detected in this facility. If ACM or LBP is detected in areas of repair, contact 673 CONS Contracting Officer. Whenever remediation is required, it shall be limited to the minimum area necessary to satisfactorily complete the associated repair. This project shall be accomplished as an Open Market General Construction Design Build (DB) Project. The Contractor shall provide 35%, 65%, and 95% designs for review and approval by the Government prior to construction.
The 35% design, at a minimum, shall be a narrative Scope of Work. The 100% design shall be stamped by Professional Engineers registered in the State of Alaska.
1.5 ENGINEERING REQUIREMENTS AND DEPARTMENT OF DEFENSE (DOD) STANDARDS:
Contractor must comply with Industry Standards; all Federal, State, and Local codes; and the following regulations at the time of issue of this project. The project shall be designed in accordance with the design and construction standards contained in the latest version of the Unified Facilities Criteria (UFC) DoD Building Code1‐200‐01

1.6 MECHANICAL DEMOLITION: Demolish existing mechanical equipment AHU‐15A and AHU‐15B.
Demo accessories and appurtenances to points of connection including gas piping, vent flue, ductwork, controls, drains, and supports/hangers.
1.7 ELECTRICAL DEMOLITION: Demolish existing circuits and associated disconnects as required to accommodate new replacement units. Existing conductors/conduit may be re‐used for new units as appropriate.
1.8 MECHANICAL NEW WORK: Provide new mechanical equipment and work to include the following:
1.8.1 Clean existing supply, exhaust, outside, and return ductwork to remove dryer lint and residue and include all duct accessories and control devices.
1.8.2 MUA‐1 and MUA‐2: Provide two new makeup air units. Electrical connection 208V/3ph.
Double wall casing with minimum 2” rigid foam insulation. MUAs to provide 2500 cubic feet per minute airflow. Connect to existing outside air and supply air ductwork. MUAs to include filter section for 2” Minimum Efficiency Reporting Value MERV8 filters (filters must have proper access for filter changes), fan section with direct drive fan with variable speed controller. Airflow to modulate based on pressure from dryer exhaust fans. Provide minimum 200MBH output gas heating section with modulating burner. Provide digital thermostat and all controls required for a fully functioning system. UL listing required.
1.8.3 EF‐1 and EF‐2: Provide two new exhaust air fan units. Electrical connection 208V/3ph. EFs to provide 2500 cfm of airflow. Airflow to modulate based on number of dryers in operation.
Connect to existing dryer return air and exhaust air ductwork at POCs. EFs to include filter section for 2” MERV8 filters (filters must have proper access for filter changes), lint filter screen section, and fan section with direct drive fan with variable speed controller. Airflow to modulate based on pressure number of dryers in use. Provide all controls required for a fully functioning system. UL listing required.
1.8.4 Direct digital controls (DDC) will be provided for the new equipment and integrate in to the existing building DDC system. The DDC system will provide control and monitoring of the air handling system MUA‐1,2 and EF‐1,2. This area will be provided with space temperature sensors and air pressure sensors. Airflow and temperature monitoring stations will be provided for the MUAs and EFs’ relief to allow more precise control of building pressurization.
Specific space temperature and ventilation control strategies shall be developed in accordance with UFC 1‐200‐02 and UFC 3‐410‐01. All DDC control systems for new mechanical equipment to be Automated Logic provided by Meridian Systems and to be monitored and controlled by the JBER EMCS. Include all required updates to the EMCS software and graphics. No radio or remote monitoring or wireless control components are permitted to be used including Wi‐Fi and Bluetooth. EMCS utilizes BACnet‐MSTP interface. Control systems must be submitted to EMCS prior to and approved by 673rd CES prior to installation.
1.8.5 All exhaust ductwork and outside air ductwork within 10 feet of the exterior shall be externally insulated with fiberglass with FSK finish.
1.8.6 Provide new ductwork from points of connections to new equipment. Include all required

1.8.7 Air balance MUA‐1,2 and EF‐1,2 system ductwork as required with existing or new balance dampers. A contractor specializing in the balancing and testing of mechanical systems will accomplish the testing and balancing. The contractor will verify system operation, control integration and adjust the systems to the design flow rates. The balancing contractor will be proficient in the use of the latest computer technology for integrating with the direct digital control systems.
1.9 ELECTRICAL NEW WORK:
1.9.1 MUA‐1,2 and EF‐1,2 Power circuits: Utilize existing circuits to panel as appropriate, provide new required: conduit, conductors, disconnects, motor starter and or variable frequency drives, circuit breakers, and maintenance outlet in weather proof enclosure. Provide circuit to maintenance outlet from existing panel.
1.9.2 Utilize cross‐linked high heat water resistant insulated wire (XHHW) insulated conductors for wiring subject to temperatures below 32F. Utilize copper conductors and metallic conduit (metal clad cable is prohibited). Conceal conduit in finished areas when possible, e.g. above suspended ceilings. Installation shall be in accordance with the requirements of UFC 3‐520‐ 01, and NFPA 70.
1.10 PROJECT DURATION: Contractor shall have 270 days to complete the project from the Notice to Proceed date.
SECTION 2: GENERAL REQUIREMENTS
2.1 PROJECT WORKING HOURS: Project hours are standard work hours. Incidental weekend work may be permitted with occupant approval to minimize disruptions to operations.
2.2 QUALITY CONTROL: Refer to Open Market General Specifications.
2.2.1. Superintendence by the Contractor: The Contractor shall provide full‐time on site supervision in accordance with FAR 52.236‐6. This clause shall be strictly enforced.
2.2.2. All demolished materials shall be disposed of according to State, Federal, and JBER regulations.
2.3 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.
2.4 WORKSITE: The Contractor shall limit the work to the areas indicated by the Government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the Government. The Contractor shall coordinate and schedule work with the 673 CES/CENMP office prior to the start of any operation. The Contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all times during the construction project. Contractor is to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs and barriers for safety.
2.5 SITE SECURITY AND PROTECTION: The Contractor shall make every effort to secure the worksite, allowing only authorized personnel to enter the worksite. The Contractor shall protect the site from damage from weather, vandalism, and/or theft.
2.6 DAMAGE TO EXISTING SITE CONDITIONS: The Contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the Government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the Government.
2.7 HEALTH/SAFETY: The Contractor shall be responsible for compliance with OSHA and Alaska Department of Labor (AKOSH) standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the

The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The Contractor shall minimize storage of materials and equipment on site. Contractor staging area to be identified by building occupants. The contractor must control fugitive emissions (dust particles, aerosols, and gaseous by‐products) from construction and demolition activities, processing, and preparation of materials at all times. Burning without the consent of the CO and Environmental Management is prohibited. Contractor must comply with the JBER Contractors Fire Safety Guide and contact the JBER Fire Prevention Office, 384‐5555, prior to any hot work being conducted. Class I ODSs are prohibited and EPA SNAP approved substitutes for Class II ODSs shall be used whenever technically and economically feasible. For equipment to be disposed of or recycled, remove ODS in accordance with federal regulations. For equipment where refrigerant is not purged due to reuse of the equipment, coordination with 773 CES/CEO (HVAC Shop) is required in order to properly track certified equipment. For recycled equipment evacuation must be completed IAW federal regulations or taken to an authorized refrigerant equipment recycler. Complete Service Order Form for equipment evacuated on base and submit to HVAC Shop. Any Class I ODS will be recovered and turned into DLA IAW DOD Policy and AFMAN 32‐7089. Refrigerants are subject to 40 CFR 82 for recovery and turn in DLA procedures must be followed according to:

2.8 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.
2.9 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating all aspects in support of completing the project. Consideration shall be given to the sequence of phases (including review periods and meetings), standard construction/repair activities, duration of tasks, submittals, and procurement of materials. The schedule shall include material submittal dates coordinated with the AF Form 66, and allow for review periods prior to material procurement (including identification of items with long lead times), and climatic conditions (including seasonal periods for roof work, site work, etc.).
2.9.1. The project schedule shall be in the form of a computer‐generated bar chart, using industry standard software. The schedule shall include major design and construction milestone dates, breakdown the project into distinct tasks, show which tasks will be accomplished simultaneously, and indicate the critical path.
2.9.2. The initial baseline schedule shall be available for review at the pre‐construction kick‐off meeting. The schedule shall be updated when the schedule has been revised. The updated schedule shall reflect actual activity progress and plan for completing the remaining work, and reflect any changes to critical path or final completion date. All schedule updates shall be provided to the Government.
2.10 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the Contracting Officer, project status/scheduled meetings may be held at a mutually agreed upon day, time and location on JBER.
2.11 WASTE MANAGEMENT: Reference “Environmental Protection Specifications on JBER (28 Oct 2020 Rev 3)”. Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal. Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the Contractor on JBER will be managed by the Contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the Contractor on JBER will be managed by the Contractor in accordance with

2.12 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with 40 CFR 761, (b) asbestos in accordance with 40 CFR 61, (c) lead in accordance with 40 CFR 745.
2.13 STAGING/MATERIAL STORAGE: Reference “Environmental Protection Specifications on JBER (28 Oct 2020 Rev 3)”. The design build Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project. Coordinate staging and material storage areas with 673 CES/CENM and
673 CONS/PKA.
2.14 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract (see para. 1.2). Contractor to verify all site conditions and dimensions.
Design and equipment selection must be coordinated and approved by 673rd CES prior to installation. Provide shop drawings for all mechanical, electrical, and control equipment to be approved by 673rd CES.
