4. Statutory Authority Permitting Other Than Full and Open Competition.

41 U.S.C. 1901 – A sole source acquisition under the authority of the simplified acquisition procedures for certain commercial items, as implemented by FAR 13.501(a).

5. Rationale Justifying Use of Cited Statutory Authority.

Jordan Investments, Inc. is the NAVSEA’s Designated Overhaul Point (DOP) for maintenance/repair/overhaul on the Navy Ship’s steering unit pumps. Jordan Investments, Inc. is the only authorized maintenance/repair/overhaul contractor for the required repairs per the DOP Assignment for Deck Machinery Hydraulic Pumps and Motors 9512 Ser 433/372 signed by, Commanding Officer, Naval Ship Systems Engineering Station, Naval Surface Warfare Center, Carderock Division, on 24 September 2015.

There are no other known manufacturers or service providers capable of providing the required services and related supplies. Jordan Investments, Inc. expertise and materials are therefore required to ensure system integrity.

Use of any other manufacturer’s equipment, parts, or service technicians could cause the Navy ship’s steering units to fail and risk the safety of the ship and personnel. The failure of these components would jeopardize the ship’s ability to stay at sea and perform its mission as the steering units are critical to the ship’s maneuverability.

As identified in Paragraph 3, this requirement is a follow-on to contract N0040620P0085. DCV and DCA maintenance/repair/overhaul services were included in N0040620P0085 Modification P0001.

Modification P00001 was issued 3 March 2020 and completed 22 March 2020. DCV and DCA were used as it was discovered that the DCV and DCA needed more work than anticipated. DCV and DCA are now required for use on . In order to meet required period of performance and to be ready by 2 June 2020 to remain on mission schedule, the award of this requirement is urgent.
