About this file
This is a Statement of Work (SOW) for FY 2025 issued by the Federal Emergency Management Agency (FEMA) National Incident Management Assistance Team (IMAT) - Homeland Security for procurement of an Iridium Flyaway Kit MCOM1 i75. The document specifies the requirement for one (1) MCOM1 i75 Fly-Away Kit (part number ASE-MCOM1-I75A), which is a portable, secure satellite communications solution designed to enhance the capabilities of the government-standard Iridium 9575A handset for field personnel operating in remote, austere environments.
The kit must be factory-assembled and ready for field use, including all required hardware, power modules, antenna, cables, and documentation, and must be compatible with the Iridium 9575A ASE-9575A-HQ-DOD 9575A specification. The system provides a ruggedized deployment solution that extends the usability of the Iridium 9575A by offering power, antenna docking, and portability in a hardened case, enabling secure communications at Secret or Top-Secret levels with higher bandwidth and more stable connections than the standard handheld unit. Delivery is required within 30 days from the date of award to the National IMAT - Homeland Security facility at 405 Glenn Dr, Sterling, VA 20164, with Thomas Meno serving as the contact at (202) 304-7287.

Statement of Work – FY 2025 Iridium Flyaway Kit MCOM1 i75 Federal Emergency Management Agency (FEMA) National Incident Management Assistance Team (IMAT) – Homeland Security
1.0 Purpose
The Federal Emergency Management Agency (FEMA) National Incident Management Assistance Team (IMAT) – Homeland Security requires a portable, secure satellite communications solution for field personnel operating in remote, austere environments.
The Iridium 9575A handset is the government’s standard for satellite voice and secure communications. The MCOM1 i75 Fly-Away Kit is a pre-integrated, ruggedized deployment system designed to extend the usability of the Iridium 9575A by providing power, antenna docking and portability in a hardened case.
2.0 Background
The Federal Emergency Management Agency’s (FEMA) mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.
IMATs are Field Leaders who, on short recall requirement, are often the earliest federal presence within a disaster area of impact. IMATs regularly serve in austere conditions-where critical infrastructure and key resources are diminished or absent, such as electricity, potable water, housing and food. IMAT Communication Services supports FEMA IMAT personnel with enhanced communications capability, increased mobility while mitigating communications loss required to establish/sustain mission readiness.
The MCOM1 i75 Fly-Away Kit is compatible equipment that enhances the capabilities of the Iridium 9575A handheld unit. It provides a turnkey solution for reliable and portable secure satellite communications that bolsters the ability to connect and maintain a secure call at the Secret or Top-Secret level by providing a more robust package and higher fidelity antenna. Secure satellite communications require a higher bandwidth and more stable connection to account for encryption. This device will allow longer and clearer calls when compared to the stock Iridium 9575A handheld unit. This capability is required to collaborate with team members and external agencies to support life-saving efforts and law enforcement operations.
3.0 Scope
The vendor shall provide one (1) MCOM1 i75 Fly-Away Kit, factory-assembled and ready for field use, including all required hardware, power modules, antenna, cables, and documentation. The system must be compatible with the Iridium 9575A ASE-9575A-HQ- DOD 9575A spec.
