USSS - Standard Sensitive Info
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested, and a written solicitation shall not be issued. The solicitation number is 70US0925Q70092492 and is issued as a Request for Quote (RFQ) for ATTLA Certification and Tie Down. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation Federal Acquisition Circular 2025-05 effective August 7, 2025. This solicitation is unrestricted (full and open) and the associated North American Industry Classification System (NAICS) code 926150. The anticipated delivery date will be 120 days from award. The Government intends to award a Firm Fixed Price contract from this solicitation.
FAR 52.212-1 Instructions to Offerors - Commercial Items. (SEP 2023) is applicable to this solicitation.
FAR 52.212-2, Evaluation-Commercial Products and Commercial Services (NOV 2021) and the specific evaluation criteria to be included in paragraph (a) of that provision is applicable to this solicitation.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Selection of award shall be based on Lowest Price Technically Acceptable. To be technically acceptable all requirements must be met in accordance with the attached Statement of Work. All specifications must be met or exceeded.
A completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services (MAY 2024) must be included with Offeror’s proposal. If you have completed the annual representations and certifications electronically through the System for Award Management (SAM), then provide a statement as such and it shall be verified.
FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services (NOV 2023), applies to this acquisition. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation shall only be available by downloading the documents at the SAM Website at https://sam.gov. By submitting a response to this solicitation, the vendor shall be self-certifying that neither the offeror nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency.
Offeror Questions/Clarifications
All offeror questions and clarifications pursuant to this RFQ must be requested to the Contracting Officer, Jade Gaston at jade.gaston@usss.dhs.gov and Contract Specialist, Aisha Collins, aisha.collins@usss.dhs.gov no later than August 20th at 12:00 PM, EDT. No additional questions and/or clarifications will be accepted after that date and time. The Government reserves the right not to provide a response for any Offeror question/clarification. If the Contracting Officer determines that a request cites an issue of significant importance, the Government shall provide a written response to all offerors.
The Government shall not provide information in response to telephone calls. Contacting other USSS personnel regarding this solicitation to gain procurement-sensitive information may result in disqualification from the evaluation process. Written responses to all Offerors questions/clarifications shall be published on sam.gov no later than August 21st at 4:00 PM. EDT.
Quote Submission Due Date
Quotes shall be submitted to the Contracting Officer, Jade Gaston at jade.gaston@usss.dhs.gov and Contract Specialist, Aisha Collins at aisha.collins@usss.dhs.gov no later than August 22nd at 12:00 PM, EDT. No late quotes will be accepted.
STATEMENT OF REQUIREMENTS
ATTLA Vehicle Certification and Tie Down Hook Installation
1.0 Purpose:
The purpose of this Statement of Requirements is to procure ATTLA Vehicle Certifications Analysis and Tiedown Installation for (2) Magnetometer Trucks for the United States Secret Service Office of Protective Operation in support of Uniformed Division Magnetometer Operations Office.
2.0 Statement of Requirements
For the Magnetometer Operations Office to continue providing support to protective details in both domestic and foreign locations must meet standards set by the Air Transportability Test Loading Agency (ATTLA) for outfitting their box trucks with prototype tie-down hooks and submitting a report documenting the work that was done with supporting documentation to apply for the required certification. To apply for the for the certification the following services must be purchased.

To meet the scope of the requirement the following tasks must be executed.
1. Weight and Design Information: Vendor must work with program office to gather all technical data required for the international truck. Required Information:
a. Weight Measurements. Both front and rear of vehicle in its transport configuration.
b. Construction information for each chassis; this generally comprises a line-set ticket that describes axle, frame, tire, and other information.
c. Details about equipment installed on the truck body, hitched and other installed equipment.
d. Information about any hazardous materials, pressure vessels or enclosed airspaces carried on any vehicle.
e. Overall dimension including ground clearance at various points, overall width overall heights, all measured in transport configuration.
2. Tie Down Analysis: Perform Tie down Analysis on each fully equipped truck in accordance wit the loading specified by Mil -STD-1791. Determine the number of tie-down rings required, their minimum capacity, and the optimal placement for restraint in the C-17 aircraft. A Structural evaluation of each vehicle frame is also included to assure the structural integrity of each installation to ensure that each vehicle remains restrained within the aircraft under worst-case air transport inertial loads. Not to ensure the vehicle remains intact or functional.
3. Load Drawings: Create Load drawing that reflect the load procedure for the trucks on a C-17 aircraft. Drawings will be created based on the format that is typical for past submissions to ATTLA at Wright- Patterson AFB but shall not adhere to a particular drawing standard. They will include floor loads during the load procedure, dimension clearances with the ramp, crest and ceiling, as applicable.
4. Certification Report: Create a certification report suitable for submission to
ATTLA.
5. Hardware: Each truck should receive tie down provision kit that generally includes (6) tiedown provisions (swivel D-rings or steel lugs), washers, nuts, backing plates, plate nuts, aluminum data plate and other hardware deemed necessary during the analysis.

3.0 Contract Type: The Government will award a FFP award.
4.0 Delivery Date and Place of Delivery: Trucks will be driven from National Capitol Region (NCR) and left at vendor facility where testing and installation will take place by program office employees. Services are expected to be completed 45 days or better from the date of award. Upon conclusion Program office employees will pick-up trucks and return them to NCR.
5.0 Contractor Deliveries:
The contractor shall coordinate, and schedule vehicle drop off with the program office Point of Contact/ Subject Matter Expert Joseph Sanford once the contract is awarded with the Contracting Officer’s Representative (COR) or Office Point of Contact (POC) prior to the delivery, specifying the date and time. The contractor shall be responsible for off and on loading equipment and materials.
