CUSTOMS AND BORDER PROTECTION

STATEMENT OF WORK

Border Tactical - Indoor Range

RANGE SERVICES

1. BACKGROUND: Customs and Border Protection (CBP) requires that all weapons-carrying officers and agents qualify with those weapons on a quarterly basis in order to maintain the authority to carry weapons.

2. SCOPE: CBP requires commercial range services to provide a safe and clean training and practice environment for weapons qualifications.

3. APPLICABLE DOCUMENTS: There are no other CBP documents that relate to commercial range services.

4. SPECIFIC TASKS: The range facility must meet requirements shown in the paragraphs below:

RANGE OPERATIONS

The contractor must close the range to all other users when Customs & Border Protection officers/agents are using the range.

The range must be open for our use from 8 AM to 4 PM on each qualification day.

CBP will bring approximately eight (8) officers/agents for qualifications.

The range must possess a minimum of eight (8) firing points.

There must be lighting controls on the range that allow for multiple levels of lighting ranging from complete darkness to high intensity daylight.

The range must allow shooting from a minimum of twenty-five 25 yards.

The range must be able to accommodate the following ammunition: 9mm and .40 caliber handgun rounds and 12-gauge shotgun rounds and the M4 riffle, 223 rounds.

The range must accommodate both standard lead and frangible ammunition.

The range rules must allow shooter movement within the shooting booths (i.e.; allow movement from standing to kneeling).

The range rules must allow shooters to draw and fire rapidly from a holster.

Range must have target frames, must have metal targets and must have automatic target facing system.

The targeting system shall be computer-controlled, consisting of stationary, turning and moving targets and system shall have both a primary master control station and remote control locations.

Range must include a range officer/training instructor control booth.

Corresponding numbers shall be used to identify both the firing positions and the corresponding targets.

Range must have weapons cleaning facilities with tables.

Range must have moveable barricades and include a speaker system.

Contractor shall provide all equipment and supplies necessary for the safe and clean operation of the facility.

All Contractor measurement, testing and maintenance shall be in compliance with all manufacturers’ recommendations and OSHA standards.

CLASSROOM FACILITY

The range must have a classroom facility that possesses Projector and DVD compatible televisions for training media. The contractor must close the classroom to all other users when CBP is using the classroom.

HEALTH AND SAFETY

The range must possess a ventilation system that meets all existing OSHA standards.

The range must have separate restroom facilities for men and women.

Facility must provide access to potable drinking water outside of the firing range area.

Range must have access to local Emergency Medical Services (EMS).

Contractor shall meet or exceed the requirements of all federal, state and local laws regarding range safety, health, noise and air quality at all times. Inside building temperature during summer months must be kept in the 70 degrees.

All surfaces within the facility, to include restrooms, shall be maintained free of all lead contamination.

The use of compressed air for the purpose of cleaning surfaces shall be prohibited.

ADMINISTRATIVE

CBP anticipates using the range five (5) days, (M-F) during the week of each qualification quarter, for qualification/training purposes.

Range must be able to schedule CBP qualifications twelve (12) months in advance.

Facility must provide secure temporary storage areas for CBP use only during qualifications.

Parking for three (3) vehicles will be required.

Contractor shall hold and maintain all licenses, permits and insurance required for the operation of the range facility.

Contractor shall meet or exceed the requirements of all federal, state and local laws regarding environmental protection, especially with regards to disposal of spent ammunition.

The Contractor shall provide access for CBP facility condition inspections during normal business hours without prior notification.

No Contractor property or other private patron/customer property may be intermixed with Government property while it is in use or in temporary storage at the facility during qualifications. Government property will always be kept separate from private property.

5. DELIVERABLES AND DELIVERY SCHEDULE:

Deliverables outlined above will be provided as scheduled in advance by CBP.

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: No Government equipment shall be provided for this contract. The CBP office will provide scheduling information twelve (12) months in advance of need.

7. PLACE OF PERFORMANCE: The range facility shall be located within the United States and shall be within thirty (30) miles of the duty station. The duty station is located at 1699 E. Carr Rd., Calexico, CA 92231.

8. PERIOD OF PERFORMANCE: The period of performance shall be 2 months.

December 1, 2021 through January 31, 2022.

9. SECURITY: This work will be unclassified.

10. SPECIAL CONSIDERATIONS: Range should be capable of sending email invoice, reports of lead readings as well as testing of airflow, filters conditions.
