STATEMENT OF WORK

CELLULAR TRAIL CAMERAS

Cellular Trail Cameras

1.0 BACKGROUND

U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) has established a need for cellular trail cameras to be utilized by the United States Border Patrol (USBP) as Imaging Unattended Ground Sensors (I-UGS).

2.0 SCOPE

2.1 This document describes the products and execution requirements relating to the purchase of brand name only (RECONYX) commercial-off-the-shelf (COTS) cellular trail cameras.

2.2 The contractor shall furnish equipment and all supporting accessories at a Firm Fixed Price (FFP) that is identical to equipment outlined in Section 5.

2.3 The contractor shall address all Parts, Sections, and Items in this Statement of Work

(SOW).

2.4 The contractor shall provide documentation describing the compatibility, suitability, and durability of all products.

3.0 APPLICABLE DOCUMENTS

3.4 Commercial standards applicable to the manufacture of cellular trail cameras.

4.0 SPECIFIC TASKS

The contractor shall complete the following tasks as required to comply with this SOW.

4.1 PROGRAM MANAGEMENT

The contractor shall exercise technical direction and control of the engineering, manufacturing, and test effort required to produce the equipment. This requirement includes the necessary management support tasks related to production, configuration control, risk management, testing, quality assurance, and data management required to carry out that task and comply with this SOW.

4.2 TESTING

The contractor shall test and certify the functionality of all equipment prior to delivery and equipment shall be certified compatible with:

4.2.1 All applicable cellular vendor protocols and specifications used by CBP to include AT&T and Verizon.

4.2.2 All current deployments of RECONYX branded equipment and their encryption and communication protocols.

4.3 DELIVERY

The contractor shall deliver all equipment and documentation as specified in Sections 4.4 and 5.1.2.1.

4.4 DOCUMENTATION

The contractor shall provide copies of the documents listed below. One copy of the data shall be delivered in paper form (as applicable) and one copy in electronic form. The electronic form shall be in Microsoft Word or Adobe Acrobat format. The documents are deliverables under the contract and shall be delivered to the Technical Point of Contact (TPOC) with the equipment:

Deliverable #1: Status Reports (SR)

The Contractor shall develop and provide a Microsoft Word or Adobe Acrobat PDF of a Status Report (SR) as required to the Program Manager and TPOC. The SR shall include the following:

The status report shall include problems and corrective actions taken. Also include issues or concerns and proposed resolutions to address them. Schedule (show tasks, milestones, and deliverables including planned and actual start and completion dates for each

Deliverable #2: Warranty Documentation

Contractor shall provide a warranty of at least one (1) year duration.

Deliverable #3: Bill of Materials

Bill of Materials (BOM) to include all materials being delivered .The Vendor shall provide a serial number and International Mobile Equipment Identity (IMEI) listing, as applicable, in an excel spreadsheet format for all serialized equipment provided. The information in the excel spreadsheet should include Asset description, serial number, and IMEI number, as applicable.

Deliverable #4: System Specification Documents

System Specification documents for the delivered equipment. The document will identify how the specifications outlined in Section 5.2.3 have been met.

Deliverable #5: User Operator Manual and Maintenance Manual

The Contractor shall provide an electronic copy of the User Operator Manual and Maintenance Manual for the equipment. The Government will validate the procedures in the User Operator manual before Government acceptance.

5.0 DELIVERABLES AND DELIVERY SCHEDULE

5.1 EQUIPMENT

The contractor shall deliver equipment as outlined in the table below. This requirement is a Brand Name Only acquisition action for RECONYX, The contractor is not required to provide a data plan with this equipment. The Government intends to add these devices to existing Government cellular data plans.

5.1.1 Delivery shall be made within one hundred and eighty (180) days after receipt of order.

Shipment shall be made as soon as items become available. Partial shipments are acceptable.

5.2 EQUIPMENT DESCRIPTIONS

5.2.1 GENERAL SPECIFICATIONS

5.2.1.1 Readily available, COTS product.

5.2.1.2 Brand name Original Equipment Manufacturer (OEM) product and parts.

5.2.2 EQUIPMENT COMPATABILITY

5.2.2.1 Shall be new, non-refurbished equipment manufactured and certified for use in the United States.

5.2.2.2 Shall export data into approved Government-developed Intelligent Computer Assisted Detection (ICAD) system software format.

5.2.2.3 Shall have the ability to configure the sensor through SD card via a local application, without using portal.

5.2.2.4 Shall be industrial rated and ruggedized with a minimum Ingress Protection (IP) rating of IP-55; Partial protection against dust that may harm equipment, and protection against low-pressure jets (6.3 mm) of directed water from any angle (limited ingress permitted with no harmful effects).

5.2.2.5 Shall use commercially available, non-proprietary batteries and have the ability to use solar panels for recharging of batteries.

5.2.2.6 Shall have the ability to transmit or support the transmission of images through a cellular signal and/or via Radio Frequency (RF).

5.2.2.7 The contractor shall provide a list of obsolete parts and parts replacement list at least 180 days before obsolescence taking effect. The contractor should provide a lifetime buy options for all obsolete or out of manufacturing parts.

5.2.2.8 The contractor shall provide free software/firmware updates and upgrades throughout the period of warranty. These updates should be made aware to the program as they are released to production and a copy provided via email.

5.3 POINT OF DELIVERY

6.0 GOVERNMENT FURNISHED EQUIPMENT AND INFORMATION

The Government does not anticipate providing any Government Furnished Equipment (GFE) or Government Furnished Information (GFI).

7.0 TERM OF CONTRACT

The term of the contract shall be from the date of award to 180 days after award.

8.0 SECURITY

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

9.0 SPECIAL CONSIDERATIONS:

9.1 CHANGES TO THE SOW

No changes to this SOW or costs shall be incurred without written prior approval of the Contracting Officer (CO) and without coordination with the TPOC. The CO is the only individual with the authority to amend this contract. Any changes or cost increases shall not take effect until the CO executes a written modification.

9.2 ENVIRONMENTAL MANAGEMENT

In order to comply with federally mandated environmental preference programs and DHS Green Procurement Program (GPP) policy, CBP requires the use of environmentally preferable products and services.

These program elements include recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov).

10.0 POST AWARD CONFERENCE (PAC)

The Contractor shall attend a Post Award Conference with the TPOC no later than five (5) business days after the date of award. The purpose of the Post Award Conference is to discuss technical and contracting objectives of this contract.

The purpose of the PAC, includes, but is not limited to:

Review and ensure a common understanding of the terms and conditions of the contract and SOW;

and meet the Contractor’s and Government’s program management teams to include CBP’s TPOC who will be the Contractor’s primary point of contact.
