INSTRUCTIONS TO OFFERORS
1.0 GENERAL
This is a combined synopsis/solicita�on for commercial items prepared in accordance with the format in Federal Acquisi�on Regula�on (FAR) Subpart 12.6, and under the authority of FAR Part 13 – Simplified Acquisi�on Procedures as supplemented with addi�onal informa�on included in this no�ce. This announcement cons�tutes the only solicita�on; quotes are being requested and a writen solicita�on document will not be issued.
2.0 CONTRACT VEHILCE AND TYPE
The Department of Homeland Security (DHS), Immigra�on and Customs Enforcement (ICE), Homeland Security Inves�ga�ons, (HSI) is issuing a request for quote (RFQ) under solicita�on number HSI-24- SPOKANE-NVG for the purchase of night vision goggles. This requirement is a firm-fixed price, brand name or equal requirement.
The solicita�on document and incorporated provisions and clauses are those in effect through Federal Acquisi�on Circular 2024-02.
The associated North American Industry Classifica�on System (NAICS) code for this requirement is 334419, “Other Electronic Component Manufacturing”. The small business size standard for this NAICS code is 750 employees. This is a small-business set-aside.

4.0 REQUIREMENTS
DHS/ICE/HSI SAC Seatle has a requirement for five (5) L3Harris BNVD-1531 Night Vision Goggles, along with complimentary accessories. Please consult the table below for full requirements.

5.0 BASIS FOR AWARD
The Government will make a single award to the responsible contractor on the basis of Lowest Price Technically Acceptable (LPTA). To be considered Technically Acceptable, the responsible contractor must provide the exact or equal products listed in the requirement. Salient Characteris�cs (Sec�on 6) of the product are listed below. These are the minimum specifica�ons for a product to be deemed equal. This is a small-business set-aside. The Government will evaluate the lowest priced technically acceptable (meet/exceeding the salient characteris�cs) quote and, if acceptable, evalua�ons will cease, and award will be made. The Government reserves the right not to make award.
To be considered for award, each prospec�ve contractor must submit its quote based on the requirements listed in the CLIN Structure in Sec�on 4 and Salient Characteris�cs in Sec�on 6 of this document. Each contractor must have an ac�ve registra�on in SAM.gov at �me of award, which is presumed to be immediately a�er closing of the solicita�on.
6.0 SALIENT CHARACTERISTICS
Quotes for the night vision devices must meet the following characteris�cs at a minimum:
Country of Origin: United States of America (FAR 52.225-1)
Figure of Merit (FOM): Must meet or exceed 2376
Genera�on: U�lizes Genera�on III image intensifier tubes.
Auto-ga�ng Technology: Features auto-gated power supplies to prevent damage in high-light environments, enhancing durability.
White Phosphor Technology: Uses high-performance white phosphor to provide natural black and white images at night.
Image Quality: Offers manual system gain and focus adjustments for custom op�miza�on of image quality.
Design: Lightweight and ergonomic, designed to reduce head-borne weight and decrease neck strain for extended use.
Versa�lity: The rota�ng binocular design allows for low profile against a helmet when stowed and can be used as a single monocular.
Opera�onal Flexibility: Can be operated as a helmet-mounted, head-mounted, or handheld system.
Integrated Infrared Illuminator: Includes an integrated IR illuminator for enhanced visibility in complete darkness.
Batery Life: Powered by a single AA batery with a life of over 16 hours, and an op�onal 4-cell batery pack.
Field of View: Must meet or exceed a 40-degree field of view.
Environmental Durability: Meets MIL-STD-810 standards.
Diopter Adjustment: Adjustable diopter eyepieces allow for use by operators with differing visual acuity.
Status Indicators: Features LED indicators in each monocular to display cri�cal informa�on like remaining batery life and IR illuminator status.
Compa�bility: Compa�ble with currently fielded dovetail helmet mounts.
Maintenance: Designed to be field maintainable with limited equipment, facilita�ng easier repairs and adjustments in field condi�ons.
7.0 QUOTE SUBMISSION
Contractors shall submit quotes in accordance with FAR 52.212-1, Instruc�ons to Offerors/Quoters- Commercial Items as well as in accordance with this RFQ.
All quotes shall be sent via email to Contrac�ng Officer, Ryan Dolan at Ryan.Dolan@ice.dhs.gov.
Submissions shall be received no later than Friday April 26, 2024 at 6:05pm eastern �me. Quote received a�er the closing date and �me will not be accepted. DHS/ICE is a federal agency and is tax exempt.
Prospec�ve contractors shall include their respec�ve sam.gov UEI number on the quote.
The Government intends to award a purchase order as a result of this combined synopsis/solicita�on that will include the terms and condi�ons set forth herein.
