Contracts, Strategic Sourcing Vehicles (SSV), or Federal Supply Schedules capable of providing the required products and services at a cost that is advantageous to the Government. By competing among authorized resellers, the Government anticipates receiving adequate price competition to ensure fair and reasonable pricing.
This strategy will maximize vendor participation, including both the OEM and authorized resellers, and ensure the best pricing and value for HSI use.
10. Any other facts supporting the use of other than full and open competition.
The identified solution’s current footprint and widespread deployment within HSI ensures that personnel are already trained and operationally proficient, which minimizes retraining costs and reduces the risk of operational disruptions. Additionally, market conditions and the vendor landscape remain largely unchanged since the original market research was conducted. Both authorized resellers and the Original Equipment Manufacturer (OEM), Cellebrite, continue to offer the required products and services.
11. A listing of the sources, if any that expressed, in writing, an interest in the acquisition.
The following vendors responded to the RFI expressing interest in the requirement:
. Therefore, this follow-on requirement will be posted on Sam.gov, enabling Cellebrite and authorized resellers to submit bids for the procurement.
12. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for supplies or services required.
HSI and OAQ will continue to conduct market research to identify emerging technologies, tools, or vendors that may provide equivalent capabilities for forensic investigations.
