COMBINED SYNOPSIS SOLICITATION
REQUEST FOR QUOTATION (RFQ)
RFQ #: 70CTD024Q00000107
DATE: September 10, 2024
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with FAR Part
13. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-06 dated July 30, 2024.
The United States (U.S) Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), Information Technology Division (ITD) is issuing the subject Request for Quote (RFQ) for Hosting Support Services for the Intellectual Property Rights Center (IPR Center).
The Purchase Order’s anticipated period of performance is a twelve (12) month base period and two
(2) 12-month option periods.
- Base Period September 23, 2024 through September 22, 2025
- Option Period One September 23, 2025 through September 22, 2026
- Option Period Two September 23, 2026 through September 22, 2027
This RFQ is issued under North American Industry Classification System (NAICS) Code 541519
– Other computer related services. The Government contemplates award of Firm-Fixed-Price (FFP) Purchase Order.
Listed below are the two (2) attachments associated with this RFQ:

This document provides the Instructions to Offerors and Evaluation Factors for Award.
1.0 INSTRUCTIONS TO OFFERORS
1.1 General RFQ Preparation Instructions
Information requested within this RFQ shall be furnished in writing and shall be prepared in accordance with the instructions provided, and shall conform to all aspects of this RFQ and Attachment A: Statement of Work (SOW). ICE/OAQ is releasing this RFQ in electronic format only. The Government will not be obligated to pay any cost incurred by Offerors in the preparation and submission of a quote in response to this RFQ.
If any subcontractors or teaming partners are proposed, Offeror’s quote shall clearly delineate the specific services to be performed by such subcontractors or teaming partners.

1.2 Submissions
The submission shall be submitted electronically via email to Kelli.Brooks@associates.ice.dhs.gov and Heather.Cauthinn@ice.dhs.gov on or before the submission due date. Electronic copies shall be formatted using Microsoft Word, 2007 or higher, with file names that are consistent with the structure of the proposal. Individual file sizes shall not exceed 5 MB and the submission must include RFQ number 70CTD024Q00000107.
1.2.1 Submission Due Date. The quote shall be received no later than 12:00 p.m. EST on
September 17, 2024
1.3 Section and Organization. The quote shall be separated into two (2) sections and organized in the following manner:

Structure Price quote and/or any supporting narrative information. No Limit
The quote shall provide a sufficient basis for a thorough evaluation and contain the information necessary for evaluation in accordance with the evaluation factors detailed below. Offerors shall provide the requested information within the designated evaluation factor. Any requested information placed outside of the designated factor will not be considered or evaluated under that evaluation factor, regardless of whether it is located somewhere else in the quote.
1.3.1 SECTION 1: TECHNICAL APPROACH AND CORPORATE EXPERIENCE
1.3.1.1 Section 1, Subsection 1 - Cover Letter
The quote shall include the following:
1. RFQ Number & Title,
2. Name and address of vendor,
3. Name, telephone number & e-mail address of main point-of-contact,
4. Date of submission,
5. Name, title and signature of authorized representative,
6. Company Unique Identifier Number (DUNS),
7. The validity period of the quote
All assumptions (especially technical or pricing) to the RFQ must be identified in this section.
Assumptions identified in other areas of the RFQ will not be considered.

1.3.1.2 Section 1, Subsection 2 – Technical Approach
The Offeror shall provide a technical approach which describes the Offeror’s ability to meet the requirements identified in the SOW.
The Offeror shall describe how they plan to provide an independent server and develop an application to host the criminal seizure banners separate of any Government computer system.
The dedicated server must include Secure File Transfer Protocol (SFTP), have a bandwidth of 100MB or greater, dedicated server memory of 1TB, dedicated server SFTP server memory of 2TB, Dual Core, 12GB of RAM with 2 Quad Core (or greater) and take over domain name www.seizedservers.com which lists the websites seized by ICE, HSI, and rights holders. The vendor must ensure that the lists of seized domain names are updated and directed to HSI banners, as directed by the IPR Center.
The offeror shall describe how they will collect statistical data regarding domain names, banner hits, PSA hits and capture visitors’ IP address with time stamp, referring URL and user agent information, as instructed by the IPR Center The contractor will coordinate with the previous contractor for transfer of data from the previous contractor’s server to the new contractor’s server. New programs created by the contractor in fulfillment of this contract along with the source codes will become property of ICE, HSI and the IPR Center.
1.3.1.3 Section 1, Subsection 3 – Corporate Experience
Offerors shall provide two (2) examples of Government contracts awarded in the last three (3) years to demonstrate Corporate Experience including subcontractor’s experience if applicable.
The Offeror shall provide the information below for each contract referenced:
• Customer name, address, telephone number, and email (as well as an alternate point of contact)
• Contract number (if applicable)
• Contract type (if applicable)
• Total Contract/Project value (in dollars)
• Percentage of the work completed by the contractor on this project
• Whether the Offeror was the prime or a subcontractor on the project
• Point of Contact information (e.g., name, telephone number of the Contracting Officer and Contracting Officer’s Technical Representative or the Program Manager)
• Place and period of performance
• Brief description of work performed, including scope and responsibilities
1.3.2 SECTION 2: PRICE
Pricing Structure. The Offeror shall provide pricing in accordance with the following the table:

Please note: All rates shall reflect total compensation for the services required in the SOW.
Discounts are strongly encouraged.
Narrative Pricing Information. The Offeror shall provide a narrative explaining the methodology for the pricing estimates in the Pricing Schedule as they relate to the tasks outlined in the SOW. The Government reserves the right to request that the Offeror provide additional pricing information to support proposed prices.
2.0 EVALUATION FACTORS FOR AWARD
2.1 Basis for Award
The Government intends to award a Purchase Order to the Offeror whose quote is found to be technically acceptable, and the proposed price determined to be fair and reasonable.
2.2 Communications
Offerors are strongly encouraged to submit its best technical and price quote. ICE reserves the right to contact Offerors to obtain additional information regarding its quote. ICE reserves the right to negotiate any aspect of quote (price or non-price related) if it is determined to be in the best interest of the Government.
2.3 Technical Evaluation Process
The Government will evaluate the Technical Quote on a Pass/Fail basis for Technical Acceptability in reference to the Statement of Work and Section 1.3.1.2 Section 1, Subsection 2 – Technical Approach
2.4 Price Reasonableness
The Government will evaluate the total proposed price to determine if it is fair and reasonable.
Additionally, ICE may use one or more of the following methods to determine price reasonableness:
1. Comparison and/or analysis based on the Independent Government Cost Estimate.
2. Comparison/Analysis to commercial prices.
2.5 Completeness
The price quote shall also be evaluated for completeness by assessing the responsiveness of the proposed price, by assessing the level of detail of the provided data for all requirements in the SOW. For price data to be complete, Offerors or its subcontract(s), must provide all data necessary to support the quote.
