About this file

This attachment to a solicitation provides evaluation criteria and instructions for a bus and van lease opportunity with the Department of Homeland Security Customs and Border Protection. Offerors must provide a management and deployment plan in Volume II, past performance examples in Volume III, and a price proposal using the provided template in Volume IV. The non-price factors of management approach and past performance are equally important and combined are more significant than price alone. Price proposals will be evaluated only for fairness and reasonableness. The opportunity involves leasing 45 buses for US Border Patrol sectors and 28 vans for Office of Field Operations across three field offices for six month base and option periods to transport detainees from point of apprehension to processing centers. Offerors must demonstrate relevant experience on similar commercial, federal, state or local transportation contracts within the last five years and provide references. The award will be a firm fixed price contract to the offeror providing the best overall value based on a tradeoff of factors. The importance of price will increase for proposals deemed similar in non-price criteria. The response due date is May 26, 2023.
