About this file

This Statement of Work (SOW) outlines requirements for providing U.S. Customs and Border Protection's Office of Trade with access to a commercial off-the-shelf, internet-based trade shipments database and analysis platform. The system must provide detailed information on U.S. and foreign companies engaged in international trade, including trade associations, subsidiaries, and contact information for shippers, importers, brokers, and consignees.

The platform must deliver import/export trade activity data from China, India, Mexico, and the United States, with data from additional countries considered beneficial, especially those near China that could serve as transshipment points. Key requirements include data visualization tools, query/filter capabilities by geographic regions and HTS codes, trending analysis features, and unlimited access for users with @cbp.dhs.gov email addresses. The contractor must provide a basic user guide and two super-user training sessions in Washington, DC within 30 days of contract award. The system currently serves 700-800 active users monthly, though this number may change.

Statement of Work for

U.S. Customs and Border Protection (CBP) Office of Trade Import/Export Trade Data Subscription

INTRODUCTION

The purpose of this Statement of Work (SOW) is to describe the requirements for obtaining access to an online database of domestic and international trade shipments data. This database shall present a trade analysis platform to deliver information from worldwide resources not readily available from U.S Customs and Border Protection (CBP) databases alone.

BACKGROUND

The Office of Trade (OT) consolidates trade policy, program development and compliance measurement functions into one office. OT promotes trade facilitation through partnership programs to streamline the flow of legitimate shipments and foster corporate self-governance as a means of achieving compliance with trade laws and regulations.

SCOPE

OT seeks a commercial, off-the-shelf, internet-based trade shipment database and trade analysis platform as a research and shipment analysis tool. This tool will be used to augment existing government analysis platforms by conducting queries on available data. On average, there are between 700-800 active profiles/users per month; however, this is subject to change. Users will leverage the data provided through the online trade shipments database and analysis platform for trade enforcement.

REQUIREMENTS

The online trade shipments database and analysis platform shall provide the following:

Data Quality A. Detailed information on U.S. and foreign companies and entities engaged in international trade, including trade associations and subsidiaries, and shipper’s, importer’s, broker’s, and consignee’s contact information (such as addresses) for specific shipments.

B. Detailed information on trade activities including imports and exports by commodity type, bills of lading, manifest and other shipment information as available (e.g., container numbers, and U.S. Dollar Import Value).

C. Latest attainable import and export trade activity from data sources available from the following countries: China, India, Mexico, United States. Additional import and export trade activities from data sources available from other countries are optional and considered an added benefit, particularly those in close proximity to China that may serve as transshipment points.

D. Frequently updated database with the latest available data.

Data Manipulation E. The ability to discern how different commodities are trending over a period of time.

F. Query, filter, and search capabilities to display data by global geographic regions (e.g., Western Europe, South Asia, etc.), countries, local geographic regions, cities, ports, Harmonized Tariff Schedule (HTS) Code identifiers (from 6 up to 10 - digits), U.S and Foreign companies and entities, bills of lading, manifest, and other shipment information as available.

G. Data visualization and analytical tools.

Usability H. An easy-to-use online platform for conducing queries, developing reports, and analyzing data and downloading and printing reports that is accessible from any computer or device with an internet browser.

I. Unlimited access for users with a “@cbp.dhs.gov” email address.

TRAINING REQUIREMENTS

The Contractor shall provide a means for training all end-users to ensure they understand system functionality. At a minimum a basic user guide should be available for all users before transition.

Contractor shall provide, at the Government’s request, a maximum of two (2) super-user training sessions to be held in Washington, DC at a date, time, and location agreeable to both parties within 30 days of contract award. The price for these training sessions shall be incorporated into the annual price for the base commercial off-the-shelf (COTS) subscription product.
