Attachment 1- Bill of Materials for
Medical Deployment Kits & Infirmary Tents
1.0 General
With more than 60,000 employees, the United States Customs and Border Protection (CBP) is one of the world's largest law enforcement organizations and is charged with keeping terrorists and their weapons out of the U.S. while facilitating lawful international travel and trade. CBP takes a comprehensive approach to border management and control, combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity.
Within CBP, the United States Border Patrol (USBP) is responsible for patrolling the 6,000 miles of
Mexican and Canadian international land borders, and 2,000 miles of coastal waters surrounding the
Florida Peninsula and the island of Puerto Rico. The Office of Field Operations (OFO) regulates and facilitates the flow of trade and travel at Ports of Entry (POE) along these same borders. The USBP and
OFO together apprehended over two million individuals in fiscal year 2022, and conducted hundreds of thousands of medical interviews, assessments, and other referrals during this time.
As the migrant population transits to the U.S., they endure physically demanding and poor living conditions that adversely affect their health and well-being and pose medical and public health concerns upon apprehension and processing. The care for persons in CBP custody is part of a larger system of medical support for persons in government custody. CBP works closely with local health systems and other immigration health partners and relies on referral to the local health system for complex, urgent, or emergent care.
Currently, when CBP personnel deploy to large events (e.g., civil unrest, migrant surge, etc…) medically trained personnel have only their personal kits (which range in size, quantity of supplies, and set-up).
Preparing a rapid response kit in the 9 southwest border sectors would allow CBP to supplement the medical providers on scene. These kits would be standardized in both supplies and set-up which would allow any medically trained officer/agent to provide immediate medical care to any ill/injured person
(including employees) that they may encounter. If it is a large-scale event that requires a Disaster
Medical Assistance Team (DMAT) deployment, it can take up to 4 weeks for a DMAT to be fully operational in the areas where patients can access them.
CBP medically trained personnel can provide medical care on scene prior to the arrival of Emergency
Medical Services (EMS) or other higher level of medical care. In addition to the kits, the funding would provide for a rapid deployment tent that can be used as a medical aid station on location and provide ready access for EMS to transport ill/injured persons. This setup allows for the broadest spectrum of care that a CBP medically trained agent/office can provide.
