About this file
This is a Request for Quote (RFQ) for Jonrie Intertech LLC Certification and Training services, issued by the U.S. Navy's Commander, Fleet Activities Yokosuka (CFAY) on May 15, 2026, with a closing date of May 21, 2026 at 1:00 PM local time. The solicitation number is N0040626Q0202, designated as a women-owned small business (WOSB) procurement under RFO Part 12 for commercial services. The single award will be for firm fixed price services performed from June 1 through August 31, 2026, at US Naval Base Yokosuka, Japan (CFAY Port Operations Building #5203). This is a sole source requirement because Jonrie Intertech LLC is the original equipment manufacturer of the Jonrie Series 418 Capstans and Series 200 Winches installed on four yard tugboats (YT-804, YT-805, YT-806, YT-807), and only this manufacturer possesses the necessary blueprints, proprietary technical data, guidelines, tools, and factory-trained technicians for the required assessment, maintenance, certification, and training.
The contractor shall provide condition-based preventive maintenance services, hands-on troubleshooting, classroom-based training for Port Operations personnel, equipment certification per U.S. Towing Manual standards, and comprehensive maintenance reports. Services include on-site inspections using advanced diagnostic techniques (thermal imaging and vibration analysis), mechanical and electrical repairs, remote assistance, and detailed service slips certifying completion. The offeror must be registered in SAM and provide their CAGE code, contact information, and company size designation. The Government will evaluate proposals based on price reasonableness and past performance per RFO 12.203. Quoters must note all exceptions from solicitation requirements; any quote without mentioned exceptions will be assumed to take no exceptions. Questions must be submitted to Roger Bowers (roger.s.bowers.civ@us.navy.mil) by May 19, 2026. Award is anticipated approximately two weeks following the solicitation closing date. Payment will be submitted via WAWF in accordance with DFARS 252.232-7006. Inspection and acceptance will be conducted by N61054 (Defense Distribution Center Yokosuka), with LSC Luis Llopiz Curbelo as the Supply Officer.
