About this file

This amendment modifies solicitation N6275800637414 to include questions and answers from potential offerors. The Navy seeks two 110-ton and two 160-ton water-cooled chillers to replace aging units on barges. The response due date is extended to July 20, 2020. The chillers must be compatible with existing foundations and piping configurations. Copper tubes and fins with epoxy coating are required to withstand a marine environment. Scroll compressors rather than screw compressors are specified due to tonnage. Hot-gas bypass and use of water rather than glycol were confirmed as existing design elements. Coated aluminum coils are unacceptable due to corrosion concerns. While an exact fit to foundations is optimal, modifications may be necessary depending on equipment dimensions. Hazardous material shipping requirements are provided for international transport.

QUESTIONS AND ANSWERS

1. Please confirm the requirement to have circulating pumps and the chiller mounted on a single skid. The barge drawings both show the circulating pumps separate from the chillers.

PSNS ENGINEERING ANSWER: The chill water circulating pumps and the AC Chillers do not have to be mounted on a single foundation. They can be separate as you noted on the original barge AC Chiller drawings. However, if new/different circulating pumps are needed, they will need new foundations at additional cost (engineering, manufacture, install, etc). The existing circulating pump foundations are engineered and sized for one specific size of pump.

2. Please confirm the export packaging requirements.

PSNS ENGINEERING ANSWER: AC Chillers can be shipped within a wooden crate, inside a standard steel shipping container used for ocean-bound freight. The two AC Chillers for Barge YR85 are size "110 ton" (not the actual weight), for Barge YR95, the two AC Chillers are size "160 ton". Anything over size "100 ton" is required to also be shrink-wrapped with a generous amount of desiccant packs within and loaded flat. AC Chillers are shipped with oil inside the compressors and each Chiller unit is to be fully charged with refrigerant by the factory.

3. Please elaborate on “marine grade.” Are there specification requirements?

PSNS ENGINEERING ANSWER: "Marine Grade" refers to measures specifically formulated or treated to resist a marine (saltwater/salt air) environment, either shipboard or on the seashore, including rinsing by rainfall that are built into various systems. These are usually measures designed to resist the harshest environments that equipment can be subjected to. Each company has their own standards for Marine Grade.

4. The RFP lists both screw and scroll compressor types – these are not the same. This tonnage range should be a scroll compressor.

PSNS ENGINEERING ANSWER: Scroll compressor is correct.

5. Please confirm that the unit is run using only water and does not use Glycol. If glycol is used, confirm type and percentage.

PSNS ENGINEERING ANSWER: Our existing AC Chillers can use water or Glycol. We use water.

6. Please confirm the requirement for BOTH copper tubes/fins AND corrosion-resistant coating. Usually it is one or the other.

PSNS ENGINEERING ANSWER: Our existing AC Chillers have copper tubes/fins with a corrosion-resistant epoxy coating.

7. Are coated Aluminum condenser coils acceptable?

PSNS ENGINEERING ANSWER: No. The corrosive severity of chloride in salt air/spray causes aluminum to quickly corrode and fail. The AC Chillers are located on the open top deck of barges floating in seawater.

8. Please confirm the need for hot-gas bypass. This overly stresses a single compressor on the unit and may cause pre-mature failure. Hot-gas bypass isn’t often needed when there is an expansion tank and adequate water volume in the system.

PSNS ENGINEERING ANSWER: Hot-gas bypass is required and is installed on our existing AC Chillers.

9. Please clarify the phrase “The chiller offered must be compatible with the existing chiller mount/foundation.” There will be some level of re-mounting required for any new chiller. Over time, chillers tend to grow in size as a larger chiller and surface area are needed to meet increases in unit efficiency required by energy codes.

PSNS ENGINEERING ANSWER: If the new AC Chillers cannot be installed on the existing foundations, the foundations will have to be re-engineered, old foundations torn out, new ones installed, underdeck structural stiffening beams modified, and chill water piping and electrical connections modified. Foundation modification would be difficult, time consuming, and expensive. An AC Chiller that allows for an exact fit would be optimal and potentially provide a better value to the Government.

10. Please provide the manufacturer and model number?

ANSWER: This solicitation does not require a specific manufacturer (aka brand-name) or model.

Please provide the unit that best meets the requirement.

11. Please provide a U.S. shipping address?

ANSWER: The shipping terms are FOB – Origin. Shipping will be arranged by the government in accordance with the instructions included in the solicitation (see the solicitation, section F).

Attention: If applicable, a hazardous shipment declaration will be required in accordance with the following attachments:
