1. BACKGROUND:

1.1. The Department of Homeland Security (DHS), U.S. Customs and Border

Protection (CBP) has a requirement for the procurement of Less Lethal Pressurized Air Launchers (LLPAL), LLPAL accessories, and both inert and capsaicin-filled projectiles, to be used for duty and training.

2. SCOPE:

2.1. This statement of work delineates the required characteristics and performance criteria for the acquisition of Less Lethal Pressurized Air Launchers, accessories, and projectiles for U.S. Customs and Border Protection (CBP), Department of Homeland Security (DHS), and other DHS components or non-DHS agencies to include, but not limited to those identified in Table 2.1.

3. APPLICABLE DOCUMENTS:

3.1. CBP Use of Force Policy (4500-02A).

4. TECHNICAL REQUIREMENTS:

4.1. Less Lethal Pressurized Air Launcher (Collapsible Buttstock):

4.1.1 Caliber: .68 caliber

4.1.2 Launcher shall operate on 3000 PSI High Pressure Air (HPA) bottle

4.1.3 Launcher shall be fully mechanical with no electronic controls

4.1.4 Launcher shall be capable of fully operating in temperatures ranging from -30 F to 150 F

4.1.5 Launcher shall be constructed utilizing corrosion-

resistant aluminum and high impact polymer materials. Launcher should be saltwater resistant and should be capable of fully operating in a saltwater environment.

4.1.6 Launcher shall fire in semi-automatic mode only

4.1.7 Barrel shall measure between 9-11 inches in length, removable, and ported. Barrel shall also be capable of mounting projectile aerating muzzle device intended to create an enveloping cloud of pelargonic acid vanillyl amide (PAVA) powder at distances up to 20 feet.

4.1.8 Launcher shall have a two-position safety with one position

“SAFE” and one position for firing in SEMI-AUTOMATIC mode only.

The safety may be either a lever or crossbolt design.

4.1.9 Trigger shall be a mechanical, semi-automatic trigger that does not require batteries.

4.1.10 Hopper shall positively lock into the feed neck to prevent dislodgement during rigorous movement.

4.1.11 Hopper shall be positioned so as not to interfere with use of the launcher’s sights.

4.1.12 Hopper shall be gravity fed with no mechanical parts inside.

4.1.13 Hopper shall not require the use of batteries, nor incorporate electronic controls.

4.1.14 Hopper shall have a minimum capacity of 130 projectiles.

4.1.15 The feed neck shall facilitate smooth feeding of the projectiles into the breech. The area where the feed neck and rail meet shall be sufficiently machined so there is no excess rattle or movement when device is being transported or carried. Must allow quick access to clear breech of projectile fragments.

4.1.16 Launcher shall have a front sight post with visible reference point that aligns with the rear sight.

4.1.17 Launcher shall have a fixed rear sight.

4.1.18 Launcher shall be distinguishable from lethal weapon platforms used in CBP law enforcement operations with a visible High- Pressure Air (HPA) bottle. The launcher receiver must be orange in color. Launcher shall not be manufactured to accommodate simulated lethal ammunition magazines.

4.1.19 Launcher shall be set up exclusively in a rifle configuration which allows for shouldering of the device using a multi-position, collapsible buttstock attached to the receiver.

4.1.20 Launcher shall incorporate a 1913 Picatinny rail on top of the receiver.

4.1.21 Launcher shall incorporate a 3.5 inch (+/- .5”) long 1913 Picatinny rail on the underside of the forend that accommodates a sling attachment point.

4.1.22 The HPA shall be oriented with the bonnet facing aft and shall be mounted parallel to and underneath the barrel. The mounting bracket shall allow for easy removal of the HPA with a quick release lever that does not require the use of any tools nor contain any removable pieces. The mounting clamps must hold the HPA securely in place but must not place pressure on the barrel that would compromise barrel shape, longevity, or affect projectile accuracy. The mounting clamp area that contacts the HPA shall have a solid surface with no removable shims.

4.1.23 Launcher shall be 28 inches (+/- 2”) in length with buttstock fully collapsed, when measured from the most rearward point of the launcher to the most forward point of the launcher. Launcher shall be 32 (+/- 2”) inches in length with buttstock fully extended, when measured from the most rearward point of the launcher to the most forward point of the launcher.

4.1.24 Launcher shall not exceed 8 lbs when weighed in the following configuration: empty hopper attached, empty HPA attached, no sling attached

4.2. Less Lethal Pressurized Air Launcher (No Buttstock):

4.2.1 Caliber: .68 caliber

4.2.2 Launcher shall operate on 3000 PSI High Pressure Air (HPA) bottle

4.2.3 Launcher shall be fully mechanical with no electronic controls

4.2.4 Launcher shall be capable of fully operating in temperatures ranging from -30 F to 150 F

4.2.5 Launcher shall be constructed utilizing corrosion-resistant aluminum and high impact polymer materials. Launcher should be saltwater resistant and should be capable of fully operating in a saltwater environment.

4.2.6 Launcher shall fire in semi-automatic mode only

4.2.7 Barrel shall measure between 9-11 inches in length, removable, and ported. Barrel shall also be capable of mounting projectile aerating muzzle device intended to create an enveloping cloud of PAVA powder at distances up to 20 feet.

4.2.16 Launcher shall have a front sight post with visible reference point that aligns with the rear sight.

4.2.17 Launcher shall have a fixed rear sight mounted to a 1913 Picatinny rail. The sight shall be affixed to the rail via a clamp and cross bolt, requiring a tool for installation and removal. The sight shall be equipped with two apertures, a large aperture and a small aperture.

The sight shall allow a no-tool change of apertures by the user. The body of the sight shall be made of hardened aluminum. The remaining components may be constructed of hardened aluminum or stainless steel. Sight shall be anodized black. Performance shall be equal to or better than Troy Fixed Rear Battle Sight with Dual Aperture.

4.2.18 Launcher shall be distinguishable from lethal weapon platforms used in CBP law enforcement operations with a visible High- Pressure Air (HPA) bottle. The launcher receiver must be orange in color. Launcher shall not be manufactured to accommodate simulated lethal ammunition magazines.

4.2.19 Launcher shall incorporate a 1913 Picatinny rail that runs the entire length of the top of the receiver.

4.2.20 Launcher shall incorporate a 3.5 inch (+/- .5”) long 1913 Picatinny rail on the underside of the forend that accommodates a sling attachment point.

4.2.21 The HPA shall be oriented with the bonnet facing aft and shall be mounted parallel to and underneath the barrel. The mounting bracket shall allow for easy removal of the HPA with a quick release lever that does not require the use of any tools nor contain any removable pieces. The mounting clamps must hold the HPA securely in place but must not place pressure on the barrel that would compromise barrel shape, longevity, or affect projectile accuracy. The mounting clamp area that contacts the HPA shall have a solid surface with no removable shims.

4.2.22 Launcher shall be 18 inches (+/- 2”) in length, when measured from the most rearward point of the launcher to the most forward point of the launcher.

4.2.23 Launcher shall not exceed 8 lbs when weighed in the following configuration: empty hopper attached, empty HPA attached, no sling attached

4.3 Projectiles

4.3.1 Capsaicin Projectiles:

▪ Projectile weight: 3 grams + .5 grams

▪ Formula: .5% (+ .03%) PAVA Powder

▪ Powder payload: 2.5 grams + .5 grams

▪ Shelf Life: Minimum 5 years

4.3.2 Capsaicin Projectiles (Concentrated):

▪ Formula: 5.5% (+ .8%) PAVA Powder

4.3.3 Inert Projectiles:

▪ Formula: Inert Powder with Hazardous Materials Identification System (HMIS) rating of 0 for Health, Flammability, and Reactivity

4.3.4 Marking Projectiles:

▪ Projectile weight: 3 grams +/- .5 grams

▪ Formula: Highly Visible Marking Paint Solution

▪ Shelf Life: Minimum 2 years

4.4 High Pressure Air Bottle

4.4.1 PSI Rating: 3000psi

4.4.2 Capacity: Between 25 and 31 cubic inches

4.4.3 Body: ISO Certified aluminum body

4.4.4 Dimensions: 2.5 inches (+/- .25) in diameter and shall not exceed

13.5 inches in length

4.4.5 Pressure Gauge: bottle must be equipped with pressure gauge with at least a reading of 0-4000psi

4.4.6 Fill Connector: Must be equipped with fill nipple compatible with fill adapter in section 4.6.

4.4.7 Maintenance: Regulator must be rebuildable

4.5 Scuba Tank

4.5.1 Fill Pressure: 3000psi

4.5.2 Capacity: 80 cubic feet

4.5.3 Overall Length: 25.9 inches (+ .5 inches)

4.5.4 Outside Diameter: 7.25 inches (+ .5 inches)

4.5.5 Thread Size: 0.750-14 National Pipe Straight Mechanical (NPSM)

4.6 Fill Adapter

4.6.1 Construction: Shall include relief valve to equalize pressure after charging HPA bottle

4.6.2 PSI: >3200 PSI

4.6.3 Connection: Shall include quick release fittings compatible with

HPA in section 4.3. Shall include compression knob attachment compatible with HPA bottle in section 4.4.

4.7 Sling

4.7.1 Two-point sling shall attach to the launcher’s buttstock in the rear and shall attach to a sling swivel on the launcher’s forend Picatinny rail in the front.

4.7.2 Sling attachment points shall be equipped with a steel hook with steel closer springs. There shall be two quick release nylon buckles to allow for the sling to be easily removed from the operator.

4.7.3 Sling shall be adjustable from lengths of no less than 26 inches to no more than 55 inches when measured between female portion of quick release buckles.

4.7.4 The portion of the sling that contacts the operator shall be a minimum of 1” and a maximum of 2” wide.

4.8 HPA Mounting Bracket Adapter: The HPA mounting bracket shall include a removable adapter that accommodates a 2-inch diameter HPA.

4.9 Muzzle Device: Projectile aerating muzzle device with quick mount/release feature that includes compatible carry pouch.

4.10 Hard Carrying Case

4.10.1 Shall be a waterproof, dustproof hard plastic case

4.10.2 Shall incorporate multiple easy open, double throw latches that positively secure the top and bottom of the case together

4.10.3 Shall accommodate launcher with HPA attached, hopper, sling, maintenance items, and 1 speed loader and shall keep all items secure using a rigid foam insert

4.10.4 Shall be equipped with carrying handles and wheels on one end of the case

4.10.5 Shall be capable of accommodating a standard padlock to prevent unauthorized access to the interior

4.11 Soft Carrying Case

4.11.1 Shall be black in color

4.11.2 Shall contain hand carry loops and removable shoulder carry strap

4.11.3 Shall be constructed of durable nylon

4.12 Speed Loaders

4.12.1 Speed loader shall be constructed of clear plastic

4.12.2 Speed loader shall have a flip-top lid that allows for quick mating and loading of the hopper

4.12.3 Speed loader shall have a minimum capacity of 130 .68 caliber projectiles

4.13 Maintenance Kit

4.13.1 Contains common replacement items and specialty tools required for launcher maintenance.

4.14 Fill Adapter O-Rings Pack

4.15 HPA Bottle O-Rings Pack

4.16 The contractor shall provide a complete list of parts that comprise all of the launchers included in the Statement of Work at Section 4.1 & 4.2, as well as Optional Launcher 1 and Launcher 2 as identified in Addendum A (if offered). This list shall be incorporated into the contract schedule of supplies and be available for individual purchase, as needed. The contractor shall include the part description, manufacturer, part number, and launcher compatibility.

5. PERFORMANCE REQUIREMENTS

5.1. Rate of Fire: Capable of launching a minimum of 6 rounds per second. This evaluation will be conducted using the Competition Electronics Pocket Pro II electronic shot timer and supplied launcher.

With the shot timer placed in close proximity of the weapon (6 – 12 inches), the weapon operator will launch 6 projectiles. The timer will start upon the launching of the first projectile and end at the launching of the last projectile. This test will be conducted 4 times for each test package. The device must launch 6 projectiles per second or better for 3 of the 4 tests, and 4 projectiles or better for the fourth test to pass.

5.2. Muzzle Velocity: must produce a consistent muzzle velocity of

280-320 feet per second with the specified projectiles in section 4.3.3.

and HPA specified in section 4.4. This evaluation will be conducted using the supplied weapon system with an HPA bottle, a Garmin Xero C1 Pro chronograph, and a fixed launching position. The distance between the muzzle and the chronograph will be at/under 1 meter. All projectiles will be launched with an HPA bottle pressure of at least 2400 psi. The weapon operator will launch 50 inert rounds through the chronograph’s detection area. To pass, 95% of projectiles must have a minimum velocity of at least 280 feet per second (up to 5% may be below this), but no projectiles may exceed 330 feet per second.

5.3. Accuracy: This evaluation will be conducted using inert projectiles that meet specifications in section 4.3.3, standard targets, and the supplied launcher in a fixed, supported position. At a distance of 10 meters from the target, the operator will launch 25 projectiles at the center of a 6-inch circle. A minimum of 22 projectiles must impact within the 6-inch circle.

5.4. Full Capacity Operation: This evaluation will be conducted using the supplied device and supplied projectiles. The device’s hopper will be loaded with 130 inert projectiles. The device operator will shoulder the launcher with the launcher parallel to the ground and launch 13 sets of 10 projectiles at a rate of 1 projectile per second. To pass, the launcher must launch 130 projectiles with no more than a total of 17 malfunctions and no more than 2 malfunctions per string of 10.

5.5. Rough Handling/Reliability: Hopper will be properly installed as per manufacturer’s instructions and filled with 130 projectiles with HPA properly attached. Launcher will be rigorously shaken, no more than 2 inches in either direction, for one minute while in a horizontal position.

Then the launcher will be rigorously shaken, no more than 2 inches in either direction, for one minute while in a vertical position. To pass, the hopper must stay properly attached to the launcher and successfully deploy 10 projectiles without malfunctions.

6. ADMINISTRATIVE REQUIREMENTS

6.1. Quality Control (QC) and Quality Assurance (QA)

6.1.1 No changes in design of any device or accessory shall take place without the prior approval of the Contracting Officer’s Representative and the Contracting Officer.

6.1.2 Devices and accessories which fail any portion of the contractor’s

(including manufacturers) QC processes shall be rejected and not shipped. No further attempts shall be made to correct or otherwise remediate a device or accessory which has failed any portion of the QC testing, for purposes of delivery.

6.1.3 The Government may conduct periodic random QA testing of devices and/or accessories produced, to ensure items meet performance requirements for which the contract was awarded.

6.1.4 QA may or may not be conducted by Government personnel at a

Government owned facility.

6.1.5 Devices and/or accessories which fail QA testing may be sent back to the contractor, at no cost to the Government, and replaced with an equal amount of new supplies. If a second or subsequent failure (for the same test) occurs within the same batch, this will be considered a batch failure. The contractor shall be notified by the COR, in writing, of the nature of the failure, defect, or deficiency and the contractor shall replace the entire batch at no cost to the government.

6.1.6 Contractor shall take corrective action within seven (7) calendar days of written notification of any non-conformance. Corrective action shall include shipping of replacements for all defective, deficient, or suspect devices and/or accessories. The contractor shall also provide a written failure analysis plan to the COR within 7 calendar days of written notification. A completed failure analysis report, to include preventative measures, shall be submitted to the COR within 60 calendar days of notification of non-conformance.

6.2. Warranties

6.2.1 Contractor shall warrant all products contained in this contract to be free of defects. Contractor further warrants that the product conforms to all applicable requirements as outlined within this Statement of Work and guarantees that the product will maintain useful shelf life under reasonable storage conditions (both CONUS and OCONUS) for a period of five (5) years, or two (2) years as it pertains to Marking Cartridges as identified in Section 4.3.4, from the date of product acceptance.

6.2.2 The contractor shall provide to the COR a single point of contact

(including name, phone number, and email address) who will handle all warranty claims occurring under this contract.

6.2.3 The contractor shall utilize FEDEX, UPS overnight, or other trackable next day service for all warranty shipments to the Government. Ground service may be used for return shipping.

Exemptions may be authorized by the COR on a case-by-case basis. All shipping charges associated with warranty claims (both to and from the Government) shall be the contractor’s responsibility.

6.3. An Owner’s manual for the specific make and model of the launcher should be submitted in English, which details at a minimum:

6.3.1 Rules of launcher safety (safe handling)

6.3.2 Operation of the launcher

6.3.3 Loading and unloading procedures

6.3.4 Disassembly and re-assembly procedures

6.3.5 Cleaning and maintenance

6.3.6 Technical specifications

6.3.7 Exploded view of the device with parts nomenclature

6.4. Government Access of Contractor’s Facility

6.4.1 The contractor shall permit the Government to conduct quality control inspections of the contractor’s facility (including production facility) to ensure consistency of manufacture and quality of products ordered and delivered.

6.4.2 The authorized inspection team shall be identified in writing by the

COR or the CO.

6.4.3 The minimum advance notice of inspection shall be three business days.

6.4.4 Inspections may include all aspects of manufacturing, testing, quality control, and packaging.

6.5. Production Capacity

6.5.1 The Government requires that a contractor have the capacity to manufacture a minimum of 300 launchers per quarter.

6.5.2 The Government reserves the right to verify the company’s ability to produce at an acceptable level in accordance with the requirements. This may include a pre-award site visit.

6.5.3 Orders for devices and/or accessories in excess of the minimum production capacity indicated above shall be shipped in accordance with instructions in any resultant delivery order.

6.6. Distribution Authorization

6.6.1 With proposal submission, the contractor (if not the manufacturer) shall provide a letter from the manufacturer indicating it is an authorized distributor/retailer of the device and its accompanying accessories. Unauthorized distributors and retailers are unacceptable and will not be considered.

6.7. Shipping: All items are to be shipped Freight on Board (FOB) destination.

6.7.1 Shipping locations may be centralized or may include individual locations throughout CONUS, Alaska, Hawaii, and Puerto Rico, and Canada.

6.7.2 Shipping methods for each location may be specified by CBP at the delivery order level and may vary depending on location, quantity of items, and receiver’s ability to handle freight shipments.

6.7.3 All shipments shall be trackable. Tracking information shall be provided to the COR (or designate) upon request.

6.7.4 The contractor shall provide advanced notice of shipping via email 2 business days prior to each shipment. Notification shall be sent to the COR or the designate, and to the local recipient for each shipping location. The local recipient’s name and contact information will be included on the delivery location spreadsheet that will be provided at the award of the contract/delivery order.

6.8. Packaging

6.8.1 Material shall be packaged, packed and marked for shipment in such a manner that will ensure acceptance by common carriers and safe delivery at destination.

6.8.2 Packages shall be clearly identified on the outer wrapping with the contract number and delivery/task order number, if applicable.

6.8.3 Pallets and associated packaging, when used for shipping, shall be fully enclosed and shall be stackable, allowing for a second complete pallet to be placed on top of a first complete pallet, without structural problems or damage to the contents of either pallet.

6.8.4 The contractor shall provide a scannable serial number of each launcher on both ends of each box and provide a scannable serial number sheet of each launcher on the pallet.

6.9. Contractor Performance Conferences

6.9.1 Within 30 days of contract award, the contractor shall host a pre-production meeting telephonically.

6.9.2 CBP and the contractor may meet in person once per year, commencing six (6) months after production begins and continuing approximately every year thereafter. These performance conferences are to discuss contract issues, review technical and financial status of the contract, discuss contractor and Government performance, and to resolve any issues or problems as they may arise.

6.9.3 Government attendees may include the Contracting Officer, Contract Specialist, COR, representatives from the CBP components, and LESC subject matter experts.

6.10. Reporting Requirements

6.10.1 A delivery order report should be sent to the COR of the contract on a quarterly basis. The report should include a cumulative line-item Excel spreadsheet of all delivery orders and include the following:

▪ Name of purchasing agency/group

▪ Delivery order number

▪ Unit cost

▪ Quantity of units on the delivery order

▪ Value of delivery order

▪ Current quantity of units shipped

▪ Remaining number of units to be shipped; and

▪ Total dollar amount spent against the contract to date

6.10.2 Warranty Work Report should be sent to the COR of the contract on a quarterly basis (31 December, 31 March, 30 June, 30 September). The report should include a line-item summary of all warranty activity, as well as, the numerical totals of claims received, total completed, and the average number of days required for completion. It shall be categorized by agency, purchasing group, or ordered chronologically by the date the contractor received notification. Each line in the report shall contain the following information:

▪ Return merchandise authorization (RMA) #

▪ Date contractor was notified

▪ Date corrected item was shipped to contractor

▪ Brief statement of problem

▪ Brief statement of solution; and

▪ Date shipped back to the Government

6.11. Media Statements

6.11.1 All press statements and releases related to the contract shall receive advanced written approval by the Contracting Officer and

COR.

7. DELIVERABLES AND DELIVERY SCHEDULE

7.1. Orders shall be delivered to the addresses per the delivery location spreadsheet that will be provided at the award of the contract/delivery order. Items are to be received at the delivery locations within 60 days after award is received unless otherwise specified within each delivery order.

8. PERIOD OF PERFORMANCE

8.1. The ensuing contract will have five (5) one year ordering periods starting from date of award of contract.

9. SECURITY

9.1. All work under this SOW is unclassified but may require secure handling of information designated as FOUO.

9.2. Contractor personnel who will perform work on the contract may be required to execute a non-disclosure agreement which must be delivered to the COR prior to commencing work in accordance with DHS policy for safeguarding FOUO information.

10. SPECIAL CONSIDERATIONS

10.1. Any future formula changes or deviations from awarded items must be approved by CBP Law Enforcement Safety and Compliance.

10.2. No changes in design of any delivery item shall take place without the prior approval of the COR and CO.

10.3. For accountability purposes, the contractor shall provide a list of serial numbers with barcodes for each delivery order in which less lethal pressurized air launchers are shipped. This list shall be in numerical order and shall include contractor’s name and address, delivery order number, invoice number, sales order number (if separate), make and model of the launchers, unit cost, quantity, and total cost.

Addendum A

Complete Ambidextrous Lower Receiver Assemblies (additional)

Optional less lethal pressurized air launchers and optional projectiles are not a requirement for contract award. If an offeror chooses to include these additional items with their quote submission, the items shall be assessed for compliance with technical specifications contained in this addendum.

If the apparent successful awardee’s quoted optional items are determined technically acceptable and at a fair and reasonable price, the Government may award a contract to include the optional items. If the presumptive awardee’s optional items are either not technically acceptable or not at a fair and reasonable price, the Government will proceed to award just the items identified as part of the core requirement. If the apparent successful awardee did not quote any optional items, the Government will proceed to award without conducting any additional evaluation. Failure to include the optional items will not be considered as part of the award decision.

1. Optional Less Lethal Pressurized Air Launcher #1

1.1 Must have ambidextrous select fire lower receiver

1.2 Barrel shall be 9-11 inches in length, removable, and ported. Barrel shall also be capable of mounting projectile aerating muzzle device intended to create an enveloping cloud of PAVA powder at distances up to 20 feet.

1.3 Launcher shall be capable of fully operating in temperatures ranging from -30 F to 150 F

1.4 Launcher must be fully mechanical with no electronic controls

1.5 Launcher shall have fixed rear sight affixed to a 1913 Picatinny rail.

The sight shall be affixed to the rail via a clamp and cross bolt, requiring a tool for installation and removal. The sight shall be equipped with a minimum of two apertures, a large aperture with an inside diameter between .180” and .205” and a small aperture with an inside diameter between .065” and .075”. The sight shall allow a no-tool change of apertures by the user. The sight shall be equipped with a windage adjustment feature. The windage adjustment must require the use of a tool. Each adjustment of the windage must provide audible and tactile feedback. Each adjustment shall be secure and provide 0.5 MOA. The height of the center of the apertures shall be 1.40” from the top of the 1913 Picatinny rail. The body of the sight shall be made of hardened aluminum. The remaining components may be constructed of hardened aluminum or stainless steel. Sight shall be anodized black. Performance shall be equal to or better than Troy Fixed Rear Battle Sight with Dual Aperture.

1.6 Must be Picatinny compatible on all sides of the fore end

1.7 Must have a flip safety switch

1.8 Must be compatible with round and spin stabilized projectiles

1.9 Launcher shall have a dual feed system that allows user to switch between gravity fed hopper and a magazine

1.10 Caliber: .68

1.11 Launcher must be semi-automatic only

2. Optional Less Lethal Pressurized Air Launcher #2

2.1 Must be a pistol design

2.2 Must fit in a holster

2.3 Launcher must be fully mechanical with no electronic controls

2.4 Launcher shall operate with 12ga CO2 cartridges

2.5 Must be compatible with round and spin stabilized projectiles

2.6 Must have a crossbolt safety

2.7 Launcher must be semi-automatic only

2.8 Caliber: .68

3. Optional Projectiles

3.1 Projectile Weight: 3 grams + .05 grams

3.2 Formula: 5% (+ .8%) PAVA Powder

3.3 Powder payload: 2.5 grams + .05 grams

3.4 Shelf Life: Minimum 5 years

3.5 Must have round and spin stabilized projectiles
