About this file
This is a Commercial Only One Source/Brand Name Justification document submitted by NAVSUP Fleet Logistics Centers for a single-source procurement from Trusted Systems Inc.
The procurement is for the purchase of Incognito furniture, a safe, and proprietary Trusted Systems technology for the Commander, Navy Region Japan (CNRJ) Executive Director's office. The furniture system provides physical security featuring modern biometric locks, concealed storage to prevent obvious targets, and quick access to classified systems and information at the user's desk, eliminating the need to relocate to a separate classified space. The required delivery is ASAP after award, with the vendor indicating furniture will be built within 150 days from award plus 7 days for shipping and installation. The estimated cost is redacted. The sole source is Trusted Systems Inc. (CAGE Code 0VRM0, small business with 11-50 employees), represented by Craig Toye at (443) 789-2009 or Craig@trustedsys.com.
The justification cites Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii) for highly specialized equipment, arguing that Trusted Systems Inc. is the only vendor seamlessly integrating three distinct protective layers: SIPRGuard (biometric endpoint access control with two-factor desktop isolation and insider threat mitigation), Incognito concealment furniture (hand-crafted solid wood cabinetry engineered for GSA Class 5 IPS containers with internal cable management and acoustic noise reduction), and a SCIF-in-a-Box/CAA alternative combining GSA Class 5 IPS containers, optional TEMPEST shielding, and SIPRGuard controls. The document states that most systems are proprietary technology and that no other vendor offers equivalent integrated capabilities. The contracting officer, GILMAN, MARY J., certified on July 23, 2026, that the statements are complete and correct and do not contain classified information.

NAVSUP FLEET LOGISTICS CENTERS (FLC) COMMERCIAL ONLY ONE SOURCE/BRAND NAME
JUSTIFICATION (NTE SAT) IN ACCORDANCE WITH FAR 12.102(a)
Basis For Decision That Only One Source Is Available
Trusted Systems Inc. provides a proprietary, highly specialized integration of GSA Class 5 physical security, biometric endpoint network isolation (SIPRGuard), and concealment architecture (Incognito) that eliminates the need for expensive traditional facility build-outs (SCIF/CAA) in executive environments. Most of these systems (both hardware and software) are proprietary technology.
Statutory Authority & Applicability
Authority: FAR 6.302-1(a)(2)(ii) – Supplies may be deemed to be available only from the original source in the case of highly specialized equipment when award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agency’s requirements.
Unique Capabilities Justifying Brand Name
Trusted Systems Inc. is the only vendor that seamlessly integrates these three distinct protective layers into a single, deployable commercial-off-the-shelf (COTS) package:
SIPRGuard Endpoint Access Control: SIPRGuard provides a proprietary biometric gateway that isolates the user from the classified network gear.
Two-Factor Desktop Isolation: It uses a local biometric fingerprint and PIN authentication on the desktop to connect KVM and Ethernet devices to the network equipment locked inside the IPS container.
Insider Threat Mitigation: It features a proximity motion sensor that automatically kills the circuit and drops the connection if the authorized user walks away without logging off.
Compliance: It enables users to achieve strict DISA STIG and CCRI compliance for classified processing without ever having to open the GSA-approved security container.
Incognito Concealment Furniture: For high-profile USN locations (e.g., General Officer Quarters, embassy suites, executive conference rooms), security equipment must not disrupt the environment or broadcast the presence of classified terminals.
The "Incognito" line provides hand-crafted solid wood cabinetry natively engineered to house the heavy, heat-generating GSA Class 5 IPS containers.
It offers internal cable management, acoustic noise reduction for cooling systems, and structural floor-loading distribution that standard commercial furniture cannot support.
"SCIF-in-a-Box" / CAA Alternative: By combining the GSA Class 5 IPS container, TEMPEST shielding (optional), and SIPRGuard access controls, this system acts as a fully compliant alternative to building a Closed Access Area (CAA) or Sensitive Compartmented Information Facility (SCIF).
