About this file
This is a Request for Quote (RFQ) for commercial products and services issued by the Navy Region Northwest Fire & Emergency Services for IFSTA eLibrary access.
The solicitation requests electronic web access to the IFSTA manual eLibrary (IFSTA eLibrary-T5) for 250 seats with unique login credentials per user. The requirement spans a base period from July 1, 2026 through June 30, 2027, with four one-year option periods extending through June 30, 2031. The acquisition is set aside for Women-Owned Small Businesses (WOSB), with NAICS code 519210 (Other Information Services). The solicitation is unrestricted and utilizes FAR Part 12 commercial procedures under the Revolutionary FAR Overhaul (RFO). Award is anticipated approximately two weeks after the solicitation closing date of June 16, 2026 at 9:00 AM local time. The Government will select the most advantageous offer considering price and other factors and reserves the right to make a single award to the quoter whose offer is deemed in the Government's best interest. A firm-fixed-price contract is anticipated, placing maximum risk and full responsibility for all costs on the contractor. Payment will be made via WAWF in accordance with DFARS 252.232-7006. Delivery and inspection/acceptance occur at Navy Region Northwest in Silverdale, Washington (DoDAAC N68742). Primary point of contact is Paul Snider, Assistant Chief of Training, (360) 396-1385. All responsible sources may submit quotes, with questions due one day prior to closing. The requirement mandates compliance with the DoD Fire and Emergency Services Certification Program, which aligns training curricula with National Fire Protection Association (NFPA) standards.
