About this file

This is a Justification for Other Than Full & Open Competition (J&A) document issued by the Department of the Navy, NAVSUP WSS in Philadelphia.

The document justifies the award of a repair/overhaul contract for various propeller components through a Basic Ordering Agreement (BOA) to Pacific Propeller (CAGE Code 10210) under the authority of 10 USC 3204(A)(1), which permits procurement when only one or limited responsible sources can satisfy agency requirements. The contract covers repair/overhaul services for multiple line items (CLINs A001-A024) with various nomenclatures, part numbers, and quantities specified in an attachment. The period of performance extends through December 31, 2031. The PD number is N0038326PRB0028 with RVPR# 1106641092, and the Class J&A number is 16102. The acquisition was synopsized on the government-wide point of entry on August 12, 2026, with no other sources expressing interest. Pacific Propeller is identified as the sole approved repair source for multiple items classified as Critical Safety Items (CSI) or Critical Application Items (CAI) under the JDRS and JDRS/ASE records. The Government lacks sufficient technical data, drawings, specifications, and test equipment/procedures to conduct competitive solicitation, making repair by the manufacturer essential to maintain part quality and certification. Market research confirmed that the necessary technical data is not physically available and cannot be obtained economically. The contracting officer determined the anticipated cost will be fair and reasonable. The document received all required approvals including technical, source validation, competition advocacy, legal sufficiency, and contracting officer certification, with final approval signed on September 15, 2026.

4. Statutory Authority Permitting Other Than Full & Open Competition

5. Rationale Justifying Use of Cited Authority

Period of Performance: Expected Final Delivery Date

Line of Accounting

This J&A is based upon the authority of 10 USC 3204(A) (1), only one or a limited number of responsible sources will satisfy agency requirements.

A/RMC 3,4

Acquire, for the second or subsequent time, directly from the actual manufacturer.

Acquire, for the first time, directly from the actual manufacturer.

A/RMSC C,D,H

This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) require acquisition/repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, A/RMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, A/RMCs 1 or 2 are valid.

The data needed to acquire/repair this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. A/RMCS 3, 4, or 5 are valid.

The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part/contract repair from other than the current source(s). This code is applicable only to parts under immediate buy/repair requirements and only for as long thereafter as the deficiency is under review for resolution and appropriate recoding. This code is only assigned at the conclusion of limited screening, and it remains assigned until the full screening process resolves physical data questions and results in assignment of a different A/RMSC. If one source is available, A/RMCs 3, 4, or 5 are valid. If at least two sources exist, A/RMCs 1 or 2 are valid.

This acquisition will be solicited to

PACIFIC PROPELLER (10210) For CLIN A001, A002, A003, A004, A005, A006, A009, A010, A011, A012, A015, A016, and A018 (RMC/S 3C) A010 (RMC/S 4C) Per JDRS, this item has been deemed a Critical Safety Item (CSI), thus limiting qualified sources. The repair of the item listed above will be solicited to PACIFIC PROPELLER (10210) because they are currently the only capable source with the technical data required to repair, test and certify this item prior to unit delivery and is the sole approved repair source identified in the JDRS CIM record. All alternate sources must qualify IAW the DCA's procedures, as approved by NAVAIR prior to contract award. Since the Navy does not possess sufficient rights to information such as drawings, specifications, and/or test equipment/procedures, a full and open competitive solicitation cannot be supported. NAVSUP-WSS must repair of the item from PACIFIC PROPELLER (10210). For CLIN A008, A013, A014, A019, A020, and A024 (RMC/S 3C) Per JDRS/ASE, this item has been deemed a Critical Application Item (CAI), thus limiting qualified sources. The repair of the item listed above will be solicited to PACIFIC PROPELLER (10210) because they are currently the only capable source with the technical data required to repair, test and certify this item prior to unit delivery and is the sole approved repair source identified in JDRS/ASE. All alternate sources must qualify IAW the DCA's procedures, as approved by NAVAIR/NAVSUP WSS Source Development Department prior to contract award. Since the Navy does not possess sufficient rights to information such as drawings, specifications, and/or test equipment/procedures, a full and open competitive solicitation cannot be supported. NAVSUP-WSS must

History repair of the item from PACIFIC PROPELLER (10210). For CLIN A023 (RMC/S 3D) This repair will be solicited to the PACIFIC PROPELLER (10210) because they’re the only source with the technical data required to repair, test and certify this item prior to unit delivery. In the absence of any technical data, it is imperative that the Government deal strictly with PACIFIC PROPELLER (10210) for repair of this item. The Government does not physically have in its possession any engineering or technical data to contract for repairs with other than PACIFIC PROPELLER (10210) at this time. For CLIN A007, A017, A021, and A022 (RMC/S 4H) The repair of the item listed above will be solicited to PACIFIC PROPELLER (10210) because they are currently the only source with the technical data required to repair, test and certify this item prior to unit delivery. Since the Navy does not possess sufficient data such as drawings, specifications, and/or test equipment/procedures, a full and open competitive solicitation cannot be supported. NAVSUP-WSS must procure the repair of the item from PACIFIC

PROPELLER (10210).

15 MAR 2019 Class Waiver of the Requirement to Post a Request for Information or Sources Sought Notice applies to this requirement

The proposed contract action was synopsized on the government-wide point of entry on 08/12/2026 and as a result No others sources expressed interest.

Market research was conducted in accordance with far part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows

For CLIN A001, A002, A003, A004, A005, A006, A009, A010, A011, A012, A015, A016, and A018 (RMC/S 3C) A010 (RMC/S 4C) The latest configuration has been checked and all records (ITIMP, JDRS/ASE, etc.) have been properly aligned, identified, and documented. This item has been deemed a Critical Safety Item, thus limiting qualified sources. Per JDRS, PACIFIC PROPELLER (10210) is the only approved source at this time. The data necessary to solicit this item from sources other than PACIFIC PROPELLER (10210) is not physically available and is uneconomical to obtain. For CLIN A008, A013, A014, A019, A020, and A024 (RMC/S 3C) The latest configuration has been checked and all records (ITIMP, JDRS/ASE, etc.) have been properly aligned, identified, and documented. This item has been deemed a Critical Application Item, thus limiting qualified sources. Per JDRS/ASE, PACIFIC PROPELLER (10210) is the only approved source at this time.

The data necessary to solicit this item from sources other than PACIFIC PROPELLER (10210) is not physically available and is uneconomical to obtain. For CLIN A023 (RMC/S 3D) The latest configuration has been checked and all records (ITIMP, JDRS/ASE, etc.) have been properly aligned, identified, and documented.

This item has been deemed Non-Critical. However, the data necessary to solicit this item from sources other than PACIFIC PROPELLER (10210) is not physically available and is uneconomical to obtain. For CLIN A007, A017, A021, and A022 (RMC/S 4H) The latest configuration has been checked and all records (ITIMP, JDRS/ASE, etc.) have been properly aligned, identified, and documented. The Navy does not possess sufficient data such as drawings, specifications, and/or test equipment/procedures. The data necessary to solicit this item from sources other than PACIFIC PROPELLER (10210) is not physically available and is uneconomical to obtain.

Source Validation Review

The available technical data is insufficient for the development of new sources. Source Development Department files indicate no Source Approval Request (SAR) has been received from any party interested in becoming an approved source. Pacific Propellor (10210) is the only approved source at this time.

The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.

To promote competition, NAVSUP WSS will continue to encourage vendors with the expertise to repair the subject item to submit a complete technical data package for review and source approval by the appropriate engineering source approval authority per the (WSS) guidelines. Also, future requirements will be advertised on the government-wide point of entry.
