About this file

This document is a Justification for Other Than Full & Open Competition (J&A) from the Department of the Navy's NAVSUP WSS (Naval Supply Systems Command Weapon Systems Support) in Philadelphia. The J&A covers the acquisition and repair of various Critical Application Items (CAIs) with a performance period through 04/17/2026. The contract will be awarded to a specific vendor because they are currently the only approved source capable of satisfying the Navy's technical requirements, with unique design capabilities, engineering skills, and manufacturing/repair knowledge that are not economically available to the government through alternative sources.

The document details that market research was conducted, and no other potential repair sources have emerged. The technical items require engineering source approval by the design control activity to maintain part quality. The Navy does not currently possess sufficient data rights, supporting test equipment, or associated specifications for full and open competition. The contracting officer has determined the anticipated cost to be fair and reasonable, and while NAVSUP WSS has no immediate plans to compete future contracts, they will assess feasibility if another potential repair source emerges. The J&A went through multiple levels of review, including technical cognizance, source validation, legal sufficiency, and final approval by various Navy personnel between 04/17/2025 and 08/28/2025.

This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) require acquisition/repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, A/RMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, A/RMCs 1 or 2 are valid.

This acquisition will be solicited to

Per JDRS, these items have been deemed a Critical Application Item (CAI), thus limiting qualified sources. All alternate sources must qualify IAW the DCA's procedures, as approved by NAVAIR/NAVSUP WSS Source Development Department prior to contract award. The repair of the items listed will be solicited to because they are currently the only source capable of satisfying this requirement. and are listed as approved sources in JDRS only because it is the prime for the items, but Boeing does not have the current capability to repair the items and deliver them to the Government. FAR 6.302-1(a)(2) authority is appropriate here and there is a reasonable basis to

Only has the necessary experience, technical skills, production and technical equipment and facilities required to repair the items. Market research was conducted in accordance with far part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows

The latest configurations have been checked and all records (ITIMP, JDRS/ASE, etc.) have been properly aligned, identified, and documented. The items listed have been deemed a Critical Application Item, thus limiting qualified sources. Per JDRS/ASE, is the only approved source at this time. The data necessary to solicit this item from sources other than is not physically available and is uneconomical to obtain. The available technical data is insufficient for the development of new sources. Source Development Department files indicate no Source Approval Request (SAR) has been received from any party interested in becoming an approved source. is the only approved source at this time.

The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.

For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential repair source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible. Also, future requirements will be advertised on the government-wide point of entry.
