About this file
This document is a Justification for Other Than Full & Open Competition (J&A) from the Department of the Navy's NAVSUP WSS in Philadelphia for a Night Vision Adapter. The acquisition is for repair/overhaul of a critical application item with a single approved repair source, using statutory authority under 10 USC 3204(A)(1). Key details include:
The contract involves a Night Vision Adapter (NSN 5855-01-590-1553, P/N 720200-04-01) with an expected final delivery date of 04/21/2025. The Navy cannot conduct a full and open competitive solicitation because the current source is the only approved repair source with necessary technical data rights. Market research confirmed no alternate sources are currently available, and the item has been deemed a Critical Application Item. The contracting officer has determined the anticipated cost will be fair and reasonable, with no immediate plans to compete future contracts unless a new potential manufacturing source emerges.
