About this file

This is a Justification for Other Than Full & Open Competition (J&A) document from the Department of the Navy, NAVSUP WSS in Philadelphia. The document seeks to procure a display unit/flight spare part (NSN 5999-016800624, P/N 343A565-1) through a non-competitive procurement process. The acquisition is justified because the item is a Critical Application Item with limited qualified sources, and the current manufacturer is the only approved source with the technical data required to manufacture, test, and certify the item. The expected final delivery date is 06/04/2025, and the procurement is being conducted under the authority of 10 USC 3204(A)(1), which allows for procurement from a limited number of responsible sources.

The document includes detailed justification that the Navy does not possess the necessary technical data such as drawings, specifications, or test procedures to support a full and open competitive solicitation. A 15 MAR 2019 Class Waiver applies to the requirement to post a Request for Information or Sources Sought Notice. The contracting officer has determined that the anticipated cost will be fair and reasonable, and NAVSUP WSS indicates no plans at this time to compete future contracts for this specific item. The document includes signatures from various personnel including a Logistics Management Specialist, Equipment Specialist, and Contracting Officer, with final approval expected by 10/21/2024.
