About this file
This Justification for Other Than Full & Open Competition (J&A) document from the Department of the Navy's NAVSUP WSS details a sole-source procurement for 42 PANEL,DISPLAY,A2 display panels (NSN 7HH 7025 016643963, P/N 1000141-105 & 8605978) to support the CIWS weapon system. The total estimated value is $1,043,542.08, with 50% options potentially increasing the value to $1,565,313.12 for up to 63 units, with a unit price of $24,846.24 and an expected final delivery date of 07/24/2025.
The procurement is being conducted under 10 USC 3204(A)(1) with only three potential sources identified: KAMPI COMPONENTS CO INC, EPSILON SYSTEMS SOLUTIONS INC, and RAYTHEON CO. The government does not own the technical data or manufacturing rights for these panels, and extensive market research concluded these are the only known sources that can meet the specific performance and compatibility requirements. The solicitation was synopsized on 11/14/2024 for 15 days with no vendor responses, and the document indicates that alternative vendors can submit their products for qualification through the Engineering Program Office if they believe they have a compatible item.
