About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the procurement of rubber acoustic tiles. The Navy is soliciting only Mast Technologies LLC, the sole manufacturer that currently maintains the required ISEA certification to produce these specialized tiles used for radar signature reduction on Navy ships and submarines. No other qualified sources were identified through market research, as previous approved suppliers' certifications have lapsed. To promote future competition, the Navy will continue to encourage other vendors with the required expertise to submit technical data packages for approval. The anticipated contract award is for 5,000 tiles, but the value is not specified. The J&A was approved on 2/23/2024 to support the associated limited/sole source solicitation N0010424CUA14.

History
This acquisition will be solicited to
MAST TECHNOLOGIES LLC (5PN79) Only the above manufacturing source(s) will be solicited because the article to be acquired is a highly specialized part. The Tile, Rubber is coded sole source to, Cage 5PN79,who's tile manufacturing process meets, and qualifies, to the required government reference specification outline, testing, and classification requirements, were identified as the current approved source of supply by the ISEA under the current requirements. There are no authorized substitutes of this item due to critical testing, specification, and classification requirements. The Tile, Rubber are part of the U.S. Navy Ships/Submarines Platforms, Passive Counter Measure Material Systems (PCMS). The materials are specially designed to reduce a vessels radar signature via radar absorption and magnetic reduction. The specific material has to withstand extreme arduous weather conditions that deploying fleet assets have to encounter. Because of highly specialized criteria and rigorous qualification, there are no suitable substitutes.
15 MAR 2019 Class Waiver of the Requirement to Post a Request for Information or Sources Sought Notice applies to this requirement
The proposed contract action was synopsized on the government-wide point of entry on 01/30/2024 and as a result no further parties expressed interest.
Market research was conducted in accordance with far part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows
A technical review, which consisted of searching several Government databases including ITIMP, ERP/ORACLE/FMT, ISEA, NSDER and WebFLIS has been completed on this item. Search criteria included Part Number, Design Control Activity, Cage Code, NSN, Nomenclature, AMC/AMSC, AAC, Criticality Coding, recorded approved source of manufacture, historical sources of supply and past contracts. The Navy owns and maintains the drawings for this item, but it is not suitable for full and open competition due to the mandated facility and material certification requirements. The Navy requires periodic tile production in order to establish valid sources;
vendors that have provided the item in the past but do not have an active certification status do not meet the technical requirements of this item and therefore cannot be considered as active, approved sources. The buyer issued a sources sought notice and received no interest from either previous suppliers or new prospective vendors. Past history identified other sources of supply, ARC Technologies, Westland Technologies, Seal Science, and MSM Industries. Mast Technologies (5PN79), Westland Technologies (0SX38), and Seal Science (65219) are listed in Webflis, however this site does not reflect vendors' current qualification status. Per In-Service Engineering Activity (ISEA), Mast is the only source with a current certification status. All other companies' qualification/certification has lapsed due to a failure to maintain periodic certification/recertification. ISEA has informed NAVSUP WSS that Mast Technologies, Cage 5PN79, has passed qualification. Previous authorized sources Westland, Cage 0SX38, and Seal Science, Cage 65219 have submitted tiles for testing, but their tiles have failed to meet the government's requirements. Both sources will attempt qualification at a future date, but final certification/approval date is unknown at this t me. Based on this market research, the contracting officer has determined that the only known manufacturing source of this item that currently maintains the required ISEA certification is Mast Technologies, Cage 5PN79 and no know distributor. If a company other than the one listed expresses interest in becoming/renewing their status as an approved manufacturing source must first obtain the required facility clearance, in order to obtain any relevant documentation for qualification. Contracting officer will provide the information required for sponsorship, for security clearance via DSS. Upon validation of the appropriate clearance level, the ISEA will provide those sources with "reference" drawings/specifications, that will establish the dimensional and functional parameters, that their tiles will have to meet in order to be approved.
The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.
To promote competition, NAVSUP WSS will continue to encourage vendors with the expertise to manufacture/repair the subject item to submit a complete technical data package for review and source approval by the appropriate engineering source approval authority per the (WSS) guidelines. Also, future requirements will be advertised on the government-wide point of entry. For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible. Also, future requirements will be advertised on the government-wide point of entry.
