PURCHASE DESCRIPTION

OSCILLOSCOPE, DIGITIZING 100 MHz

SCAT 4308

Solicitation No: SPRMM1-21-R-HB01

1.0 GENERAL This procurement requires a benchtop, 2 channel, 100 MHz real-time digitizing oscilloscope.

2.0 CLASSIFICATION The equipment shall meet the requirements of MIL-PRF-28800F class

3 for the Navy shipboard, submarine, and shore applications with the following exception:

a) Operating altitude: 3000m (9,483 ft.) maximum.

3.0 OPERATIONAL REQUIREMENTS The specifications provided below are the minimum requirements and accuracies that will meet the Government's need. The oscilloscope shall at least meet these requirements and accuracies and may provide better performance.

3.1 Vertical system The instrument shall provide two independent vertical inputs, each capable of 100 MHz real-time amplitude vs. time measurements

3.1.1 Bandwidth: DC to 100 MHz (£ 3 dB roll-off).

3.1.2 Rise Time: 3.5 ns or less.

3.1.3 Bandwidth Limiter: 30 MHz or less.

3.1.4 Sensitivity: 1 mV/div to 5 V/div into 1 M ohm and 1 mV/div to 1 V/div into 50 ohm, software magnification is allowed provided that the accuracies specified herein are met.

3.1.5 DC Gain Accuracy: ±2% 4 mV/div and higher, ±640 uV below 4 mV/div.

3.1.6 Vertical Resolution: The analog-to-digital converter shall provide at least eight bits of resolution.

3.1.7 Input Impedance: 1 M ohm shunted by £ 16 pF, and 50 ohms.

3.1.8 Maximum Input Voltage: 150 Vrms into 1 M ohm, 5 Vrms into 50 ohms.

3.1.9 Input Coupling: DC, AC and for 1 M ohm, DC for 50 ohms.

3.2 Horizontal system

3.2.1 Sample Rate: 1 GSa/s or greater real-time sampling rate for each channel. Real time sampling rate for each channel shall not be reduced by the number of operating channels.

3.2.2 Number of Digitizers: 1 (1 Gsa/s) digitizer per channel.

3.2.3 Time Base Range: 5 ns/div to 10 s/div or better.

3.2.4 Time Base Accuracy: ±0.002%.

3.2.5 Record Length: 10,000 points minimum.

3.2.6 Peak Detect (Digital Acquisition Mode): A peak detect mode shall be provided to capture low duty cycle signals of 1 ns or less.

3.3 Trigger System

3.3.1 Sources: Channel 1, channel 2, external, and line.

3.3.2 Sensitivity: Channel 1 and 2: 1.3 division to 100 MHz. External: 200 mV dc to 50 MHz and 750 mV to 100 MHz.

3.3.3 Modes: Auto, normal, and single.

3.3.4 Types: The following trigger types shall be provided.

3.3.4.1 Edge Trigger Level: Channel 1 and 2; Adjustable across all 8 div, External: ±750 mV.

Positive or negative slope on any channel and external. Coupling selections: DC, HF reject, LF reject, and Noise Reject

3.3.4.2 Video: NTSC, PAL, or SECAM negative sync compatible.

3.3.4.3 Logic: Pattern: Channel 1 and 2: AND, OR, when true or false. State: Channel 1 and 2 any logic (1 or 0) state. Triggerable on rising or falling edge of a clock.

3.3.4.4 Pulse Width: Trigger on pulse width (less than, greater than, equal to or not equal). PW

Range: from 39.6 ns to 8 s. The instrument shall be capable of capturing runt and slew rate transition on rising or falling edges.

3.3.5 Holdoff Range: 300 ns to 8 s.

3.4 Fast Fourier Transform (FFT) An FFT capability shall be provided for frequency and harmonic analysis.

3.4.1 Frequency Range: 10 Hz to 200 kHz.

3.4.2 Amplitude Range: -60 dBV to +30 dBV.

3.4.3 Window Functions: Hanning, Blackman-Harris, Rectangular, and either Flat Top or

Hamming Window functions shall be provided.

3.5 Controls and Display

3.5.1 Parametric Measurements: Cursors shall be provided to allow for the measurement of amplitude and time. The equipment shall be capable of automatic measuring and displaying of the following parameters of the displayed signal: period, frequency, width (+ and -), rise time, fall time, max, min, average, amplitude, peak-to-peak, and rms. The equipment shall be capable of arithmetic operations: Add, Subtract, Multiply, and Divide.

3.5.2 Cursors: Independently moveable delta Y and delta X cursors with associated numeric readouts shall be provided.

3.5.3 Waveform Mode: The equipment shall be provided with at least a sinx/x interpolation algorithm. Selectable Vector, and either Variable Persistence or automatic intensity grading with variable intensity shall be provided.

3.5.4 Waveform Storage: The equipment shall be capable of storing not less than two waveforms with associated vertical and horizontal settings in nonvolatile memory. The equipment shall have a USB port for storage of waveforms on USB thumb drive.

3.5.5 Automatic Setup: The equipment shall be equipped with a single push-button control that will initiate automatic adjustment of oscilloscope mode vertical and horizontal deflection factors and trigger level for an optimized display of the input signals.

3.5.6 Display Mode: XY and YT display modes shall be provided.

3.5.7 Display Characteristics: Color LCD display. Oscilloscope usable display area: Minimum of eight vertical by ten horizontal divisions. Waveform acquisition/display update rate:

400 waveforms/s.

4.0 GENERAL REQUIREMENTS

4.1 Temperature

4.1.1 Operating Temperature: +5ºC to +40ºC.

4.1.2 Non-operating temperature: -20ºC to +71ºC.

4.2 Operating Altitude 3000m (9,483 ft.) maximum.

4.3 Operating Power MIL-PRF-28800F ac power source requirements are invoked.

4.4 Battery Restrictions Per MIL-PRF-28800F, Lithium and Mercury batteries are prohibited without prior authorization. If equipment qualifies for one or both of the exceptions stated below, then the offeror shall submit the required information at the time of submission of proposals. If equipment does not qualify for an exception, then a request for approval for the use of Lithium and Mercury batteries shall be submitted with production lot delivery, after contract award. Approval shall apply only to the specific model proposed.

Exception 1: Per NAVSEA S9310-AQ-SAF-010, the use of non-rechargeable lithium coin cell batteries meeting the following criteria is approved for all uses and does not require individual testing and review by the Naval Ordnance Safety and Security Activity

(NOSSA).

- Unmodified, commercially available off-the-shelf (COTS) item;

- Used in single-cell configuration;

- Maximum nominal output of 3 Volts;

- Maximum rated capacity of 1 Ah.

The coin cell manufacturer, part number, nominal voltage, and rated capacity shall be provided at the time of submission of proposals.

Exception 2: Per NAVSEA S9310-AQ-SAF-010, the use of COTS electronics and equipment powered by lithium ion rechargeable (secondary) batteries meeting the following criteria is approved for all uses and does not require individual testing and review by NOSSA.

- Unmodified, COTS battery;

- Underwriters Laboratories (UL) listed;

- Used in the device as recommended by the manufacturer. Modifications to the devices may only be made in accordance with the manufacturer’s recommendations;

e.g., addition of memory;

- Recharged only by devices expressly designed for recharge of the specific battery in use;

- No more than four cells in series (less than or equal to 18-Volt output);

- Rated for no more than 100 Watt-hours, as listed in the manufacturer’s specification or calculated by multiplying the capacity in Ah by the maximum working (nominal performance) voltage.

The lithium ion rechargeable cell manufacturer, part number, configuration (number of cells in series), nominal voltage and rated capacity shall be provided at the time of submission of proposals.

4.5 Accessories

4.5.1 Probes: The equipment shall be provided with two x1 and two x10 100MHz oscilloscope probes.

4.5.2 Accessory Pouch: The equipment shall be provided with a detachable accessory pouch, built in or front cover storage.

4.6 Remote Interface An IEEE-STD-488 digital interface in accordance with MIL-PRF-

28800F, RS-232 or USB compatible interface, and 10 Mbps Ethernet interface shall be provided.

4.6.1 Wireless: All wireless technology interfaces shall be disabled.

4.7 Printer Port A parallel Centronics, USB, or ethernet printer port shall be provided. All hardcopy printouts shall be date and time-stamped.

4.8 Equipment Weight 11 kg maximum.

4.9 Equipment Dimensions 260 mm x 440 mm x 440 mm (H x W x D) maximum.

4.10 Calibration The calibration interval shall be 12 months minimum. The equipment shall be within all accuracy requirements specified herein, with an 85% or greater confidence factor following a calibration interval of 12 months.

4.10.1 Calibration Procedure: The procedure, software and special interfaces/adapters that are needed for the equipment calibration shall be provided.

4.10.2 Source Codes: Any electronic or software codes necessary to communicate with, modify internal operating parameters, or impose calibration correction factors on any proposed instrument model shall be provided to the Government at no additional cost.

4.10.3 Documentation: A calibration certificate showing traceability to NIST shall be provided. A calibration label shall be affixed to the equipment.

4.11 Technical Manual Technical Manual The maintenance philosophy for this unit shall be level 2 (per MIL-PRF-28800F) and require maintenance to the module level of the unit.

The technical manual shall conform to the level 2 maintenance philosophy. This level would be used for most equipment where maintenance and repair is an expected phase of equipment lifecycle. Board level maintenance and troubleshooting information is required. A Use and Installation manual (Operator’s Manual) shall be provided separately. Maintenance and Servicing manual shall be provided to two levels of maintenance, unit operational verification level and the module level.

Information required for performance verification shall include:

• Instructions to verify equipment performance,

• List the equipment required for verification tests,

• Step-by-step instructions for test connections,

• Acceptable result criteria,

• Calibration information,

• Self-test routines.

Maintenance information shall include:

• Parts lists to the component level,

• Schematics and component layout drawings,

• Block and schematic diagrams.

• List of required test equipment and connection diagrams, and

• Sequential instructions for disassembly, repair, replacement, and reassembly shall be provided.

• Board level maintenance and troubleshooting information,

• Step-by-step instructions for troubleshooting and fault isolation,

• Expected signal levels,

• Test data sheets will be included, and as required,

• The instructions will define localizing a defective circuit card.

Parts lists shall include:

• Parts lists shall be shown on illustrations or a separate listing that includes an index or reference to other illustrations.

• Part number, cage code, and generic description.

The technical manual shall be provided in both printed and electronic formats. The printed format shall be otherwise normally provided. The electronic format shall be in Portable Document Format (PDF) - ISO 32000-1:2008. Two separate CD/DVDs are required, one shall contain the Use and Installation manual and one shall contain the Maintenance and Service manual.

The statement of copyright release:

“REPRODUCTION AND DISTRIBUTION OF THIS TECHNICAL MANUAL IS

AUTHORIZED FOR U.S. GOVERNMENT PURPOSES.”

shall be printed in the first two pages of each technical manual and on the surface of the CD/DVD supplied.

4.12 Training materials Training materials that demonstrate the features, detailed operations and procedures with step-by-step instructions for using the equipment shall be provided.

The training material shall be delivered in technical manual or interactive CD-ROM formats.

4.13 Additional Requirements

4.13.1 Human Readable Identification Labeling:

4.13.1.1 Equipment: Per MIL-PRF-28800F, a human readable label shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed on the equipment in an easily readable location. Required fields on the label are; CAGE, part number, and serial number. Size of the label shall conform to the size of the equipment.

4.13.1.2 Transit Case: If transit case is required, Per MIL-PRF-28800F a human readable metal plate shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed to the front of the transit case. Required fields on the label are;

CAGE, part number, and serial number. Size of the label shall conform to the size of the case. Pressure sensitive adhesive transfer tape is required to hold the plate to the hard transit case such as 3MTM 9472LE. Soft transit cases also require labeling with permanent placement such as a metal plate affixed with rivets, screws or adhesives.

4.13.2 Shipping container: For production lot units the package or carton containing the equipment for shipment shall be marked per MIL-STD-129P.

4.13.3 Packing List: A packing list is required for bid sample and production lot units and shall be located on the outside of the shipping container. The packing list shall be a detailed list of the contents of the shipping container and at a minimum contain; quantity, model or part number, description, and serial number (if applicable).

4.13.4 Other Additional Requirements: Shall be specified in the CDRL of the solicitation.
