PART 1
GENERAL INFORMATION
1. General. This is a non-personal services contract to provide maintenance and repair services.
Contractor management shall ensure that employees properly comply with the performance work standards outlined in this performance work statement. Contractor employees shall perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in this project may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
1.1. Background. The United States Navy's Center for Information Warfare Training (CIWT) is one (1) of 11 learning centers of Naval Education and Training Command (NETC), headquartered on Naval Technical Training Center (NTTC) Corry Station in Escambia County, Florida. It is responsible for the development of education and training policies for over 22,000 members of the Information Warfare Corps in the fields of cryptology and intelligence, along with the cyber realms of information operations and technology, and computer systems and networks.
1.1. Scope. This Performance Work Statement (PWS) describes Contractor services requiring maintenance personnel to be experienced in servicing and repairing electric carts. Parts and labor are included as part of the contract. Contractor shall provide all labor, tools, and equipment required to perform specified work. There are 14 electronic golf carts at CIWT Corry Station that fall under the maintenance contract.
1.2. Period of Performance. The period of performance for this action shall be for a Base Period of 12 months and four (4) option years.

The Contractor is responsible for providing service, between the hours of 0730 to 1500, Central Daylight Time (CDT), Monday through Friday, except on Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.3.2. Federal Government Holidays.
a. b. When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the proceeding Friday is observed as a legal holiday. This list of holidays relates to Government duty days and is not intended to supplement or otherwise alter the provisions of any Wage Determination regarding applicable paid holidays.
c. It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel shall not be a reason for an additional period of performance, or entitlement of compensation except as set forth within the contract. In the event the Contractor’s personnel work during the holiday, the Contractor may reimburse them; however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked, unless stipulated otherwise. This provision does not preclude reimbursement for authorized overtime work if applicable.
d. When the Department of Defense grants excused absence to its employees, the Contractor agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, and shall be guided by the instructions issued by the Contracting Officer (KO) or the Technical Point of Contact (TPOC). Changes in employee work schedules shall comply with the terms and conditions of the contract, to include payment provisions.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical
(ii) Past Performance
(iii) Price
Technical and past performance, when combined, are approximately equal. (Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.)
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
