About this file
This document is a Sole Source Justification for maintenance and support services for two GlobalSim, Inc. crane simulators. The Navy Expeditionary Logistics Support Group (NAVELSG) in Williamsburg, VA, through NAVSUP Fleet Logistics Center Norfolk, is seeking a sole source contract with GlobalSim, Inc. for a one-year base period from 30 September 2025 to 29 September 2026, with four additional one-year option periods. The contract will be funded by FY25 Navy Operations & Maintenance (O&MN) appropriations, with the original equipment manufacturer (GlobalSim, Inc.) retaining full intellectual property rights, which limits competition.
The solicitation was posted on SAM on 18 August 2025, with only GlobalSim, Inc. expressing interest. The Navy determined that GlobalSim is the only company capable of providing these services due to their proprietary software, hardware designs, and documentation. The contract includes maintenance agreements, security updates, and potential Windows 11 upgrades. The Navy has no current plans to compete future contracts for these services but will assess competition if another potential source emerges. The Contracting Officer has determined the anticipated costs to be fair and reasonable.
