Source Selection Information – See FAR 2.101 and 3.104

SOLE SOURCE JUSTIFICATION

1. Identification of Agency and Contracting Activity.

The requiring activity is the United States Naval Academy (USNA); the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept., Fleet Directorate.

2. Description of the Action Being Approved.

The acquisition of the supplies described in paragraph three (3) herein is a is a sole source action to be awarded as a follow-on for the provision of PowerSchool Group LLC’s Intersect Solution (previously Naviance Network and Database), a web-based college planning and engagement platform that is currently provided under purchase order N0018922P0680. The placement of a firm-fixed-price purchase order will be awarded with a base of twelve (12) months and no subsequent option years. The current purchase order, N0018922P0680, was procured non-competitively and awarded on a sole source basis to PowerSchool Group LLC and is set to expire on 29 September 2024.

3. Description of Supplies/Services.

The proposed acquisition is for PowerSchool Group LLC’s Intersect Solution, a web-based system that integrates high school students', parents', and guidance counselors' college planning, searches, and application processes into one cohesive database.

Intersect is uniquely capable of integrating with Naviance, the nation’s leading college, career, and life readiness platform currently being used by 44% of U.S. high school students to conduct their college research. Thanks to this unique integration, Intersect enables higher education institutions to connect with 10 million college-going students who are active on Naviance.

No other vendor can provide access to the students on Naviance. The web-based planning tools allows USNA to specifically send target messages to students by state, ethnicity, year in high school, and GPA. Additionally, the web-based tools allow USNA advertising space on college-bound discussion boards as well as allowing the discussion boards to integrate to other college planning tools. PowerSchool’s Intersect solution allows USNA to have an enhanced presence on college search websites to include profiles, photo tours, videos and links to the USNA Admissions website, application and online tours.

The required delivery date is 30 September 2024 and will continue up through 29 September 2025. The estimated total value of the base period of this action is $335,375.00. The resultant purchase order will be funded with FY24 Navy Operations & Maintenance (O&MN) appropriations.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is 41 U.S.C. §1901(e)(2), Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented through 10 U.S.C. §3204(e) by FAR 13.501(a).

5. Rationale Justifying Use of Cited Statutory Authority.

The support to be provided under the authority requested by this sole source justification is critical and necessary in order for USNA to meet the mandate in Title 10 of US Code to admit qualified applicants from every congressional district in the United States. This authority applies to the proposed procurement based off the market research applied to this procurement. Market research indicated that PowerSchool Group LLC is the only vendor/manufacturer that can supply a college planning and engagement platform that meets all specifications set forth in the performance work statement.

Intersect is completely unique in the market. There are no known providers of any similar offering capable of integrating with Naviance in like manner to connect students with best-fit higher education institutions while they conduct their college research. USNA formerly connected to high school students through the Naviance platform under previous purchase order N0018921P0619, issued to Hobsons Inc. Hobsons Inc. was acquired by PowerSchool Group LLC and USNA is continued the National Enterprise Partnership, tier with PowerSchool through purchase order N0018922P0680, allowing USNA to access interested students in all 50 states. This tier provides USNA continued nationwide access to students, and unlocks access to over 10 million students who are users of Naviance. USNA must use Intersect due to the high percentage of prospective high schools in all 50 states currently using Naviance. USNA is in need of a follow-on to N0018922P0680 to continue utilizing the required PowerSchool Intersect Solution to work seamlessly with students, and high schools throughout the next recruitment cycle.

Powerschool Intersect is the only platform that integrates students', parents', and guidance counselors' college planning, search, and application processes into one cohesive database; provide access to an online tool that allows USNA to specifically send target messages to students by state, ethnicity, year in high school, and GPA; allow USNA advertising space on college bound discussion boards on the Web and allow the discussion boards to integrate to other college planning tools; and allow USNA to have an enhanced presence on college search websites to include profiles, photo tours, videos and links to the USNA Admissions website, application and online tours.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.

As stated in paragraph 5 above, PowerSchool Group LLC was awarded N0018922P0680 on a sole source basis for USNA to continue the National Enterprise Partnership, tier allowing USNA to access interested students in all 50 states. Powerschool Group LLC is the only vendor that can supply the specific required criteria now that they have absorbed Hobsons Inc.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP Fleet Logistics Center Norfolk, Fleet Directorate has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP Fleet Logistics Center Norfolk, Fleet Directorate will assess whether competition for future requirements is feasible.
