About this file

This is a Request for Quote (RFQ) for the provision of medical-grade helium, carbon dioxide delivery, and CO2 micro-bulk storage tank rentals for the Naval Diving and Salvage Training Center (NDSTC) in Panama City, Florida.

The solicitation (N6883626Q0048) is issued by the Naval Supply Fleet Logistics Center Jacksonville and is set aside for Women-Owned Small Businesses (WOSB). The quote due date is August 21, 2026, at 1:00 PM. The base contract period runs from September 1, 2026, through August 31, 2027, with one optional one-year extension (September 1, 2027 through August 31, 2028). The solicitation is UNRESTRICTED but prioritizes women-owned small business concerns. The NAICS code is 325120 with a size standard of $25.5 million. Quoters must submit all pricing for base year and option year line items, including all four line items (helium, CO2 delivery, and two tank rentals), or their quote will be considered non-responsive.

The requirement includes approximately 45,000 standard cubic feet of bulk medical-grade helium meeting MIL-PRF-27407 purity standards (99.997% helium, moisture 9 ppm max, dew point -78°F minimum), with delivery potentially split between the first quarter and latter half of the fiscal year into government-owned storage tanks. The vendor must provide two onsite CO2 micro-bulk storage tanks (one PERMA CYL 1000 supporting a 300,000-gallon pool and one PERMA CYL 2000 supporting a 1,000,000-gallon pool) with general maintenance, urgent repairs, telemetry monitoring, and 2-3 deliveries monthly totaling approximately 68,000 pounds annually. Both tank rentals are for 12 months per year. Awards will be made using Lowest Price Technically Acceptable (LPTA) source selection based on price evaluation and technical capability demonstrating clear understanding of requirements. Payment will be made via Wide Area Workflow (WAWF) through the Defense Finance and Accounting Service. The government reserves the right to award solely on initial quotes received, and all quotes must remain firm for 90 calendar days from the receipt date.

HE will meet the following US Navy Divers Compressed Helium Breathing Purity Requirements (Military Specification MIL-PRF- 27407):

- Helium (percent by volume) 99.997%

- Moisture (water vapor) 9 ppm (max)

- Dew Point (not greater than) -78F

- Hydrocarbons (as Methane) 1 ppm (max)

2.2 Carbon Dioxide (CO2)

The vendor will provide two (2) onsite CO2 storage micro-bulk storage tanks; one supporting a 300,000-gallon pool (PERMA CYL 1000) and one supporting a 1,000,000-gallon pool (PERMA CYL 2000). This rental will include general maintenance, urgent repairs, and notification of tank levels and warnings via the Telemetry Unit. The Telemetry unit is a proprietary unit that will monitor the levels of the CO2 and communicate directly with the vendor when the levels become low.

7.0 DBIDS

The Defense Biometric Identification System (DBIDS) is a DOD Owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.

In order to obtain base access, an individual need to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.
